Background: SORE Credits • Production emission credits established in 1998 to provide flexibility during transitional period of emission standard changes • U. S. EPA considered use of production emission credits at the time, but ultimately did not adopt 3
Proposed Changes: SORE Credits • Elimination of Production Credits – No other program uses Production Credits – U. S. EPA does not use Production Credits – Benefit of compliance margin returns to public • Retention of Certification Credits 4
Proposed Changes: SORE Emission Durability Period • Limit durability period to five years or current number of hours, whichever comes first 5
Proposed Changes: SORE Credit Lifetime • Credit lifetime would approximate useful life of equipment/engine (i. e. , 5 years) • U. S. EPA is also considering limiting credit life 6
Proposed Changes: SORE Discounting Credits • Credits would be discounted by 20% each year • Encourage manufacturers to use credits early • Encourage manufacturers to introduce cleaner engines earlier 7
Proposed Changes: SORE Existing Credits • Manufacturers who currently own credits would have five years to use the credits • Credits were expected to be used to ease burden of compliance during transitional period from Tier 1 to Tier 2, but ended up being banked for years 8
Proposed Changes: SORE Other Changes • Require English language contact for warranty concerns • Enforcement Bond to ensure anyone selling is doing so in good faith 9
