DEFINITIONS AND ADDITIONAL INFORMATION TERM STTR DEFINITION ADDITIONAL INFORMATION A 3 -year pilot program begun in FY 1994 under the Small Business Innovation Research Program designed to foster technological innovations through cooperative efforts between small business and research institutions. The STTR grants are awarded for projects having potential for commercialization. For the computation of success rates, STTR awards are not included in the count of RPGs. SBIR and STTR Programs Activities are as follows: R 41, R 42 Success Rate Indicates the percentage of reviewed applications receiving funding computed on a fiscal year basis. It is determined by dividing the number of competing applications funded by the sum of the total number of competing applications reviewed and the number of funded carryovers. NOTE: Applications having one or more amendments in the same fiscal year are only counted once.
