SKOS History SKOS was first developed by the Semantic Web Advanced Development - Europe Thesaurus Activity (SWAD-Europe) which ran from 2002 -2004. W 3 C Semantic Web Best Practices and Deployment took over the SKOS project and published working drafts starting in 2005. On August 18, 2009, SKOS became an official W 3 C Recommendation.
