FP 6: Framework Programme for Research and Technological Development (RTD)
Contents: Integrating European Research Priority Thematic Areas 1. Genomics and Biotechnology for Health (comp. QOL in Fp 5) 2. Information Society Technologies (Comp. IST in FP 5) 3. Nanotechnologies, intelligent materials and new production processes (comp. Growth and IST in FP 5) 4. Aeronautics and Space (Comp. Growth in FP 5) 5. Food Safety and Health Risks (Comp. QOL in FP 5) 6. Sustainable Development (Comp. EESD in FP 5) 7. Citizens and Governance in an open European knowledge based society (Comp. IST in FP 5) For contents: www. cordis. lu/rtd 2002
Contents: Integrating European Research Anticipating S/T Needs 1. Supporting policies and anticipating scientific and technological needs: Policy oriented research, exploratory research new and emerging S/T problems and opportunities 2. Horizontal research activities for SMEs: Collective research activities and cooperative research activities (vgl ‘CRAFT”) 3. Specific measures in support of international co-operation: comparable with the INCO Programme in FP 5 Support NIS participation 4. Joint research Centre activities
Contents: Structuring the ERA and Strengthening the Foundations of ERA • FP 6 is an essential tool of support of ERA = European Research Area • Structuring the ERA: 4 categories of activities • Research and innovation • Human Resources • Research Infrastructures • Science and Society • Strengthening the Foundations of ERA: 2 categories of activities • Coordination of research in Europe • Coherent development of research and innovation policies in Europe
Instruments in FP 6 : an overrview 1. Integrating European Research: priority thematic areas a. Integrated projects b. Networks of Excellence 2. Anticipating S/T Needs: a. Specific targeted research projects b. Specific research projects for SME’s 3. Structuring the ERA and Strengthening the foundations of ERA: a. Specific targeted research and innovation projects b. Integrated infrastructure initiatives c. Actions to promote human resources and mobility 4. Throughout FP 6: a. Specific support actions b. Coordination actions c. Participation of the Community in programmes implemented jointly by several Member States (Article 169)
Instruments in FP 6: Integrated Projects • Keywords: Critical Mass and Integration (all elements of the technology chain, geographical diversity, university/industry collaboration) • Magnitude of up to several tens of MEUROS, but also projects of more limited size (the necessary size to attain goals) • Selection on the basis of Calls for Proposals • Participation of Min. 3 legal entities from 2 member States (Note: minimum can be changed in Workprogrammes) • High level of Autonomy and Flexibility: Objective driven
Instruments in FP 6: Integrated Projects continued
FP 5: How to participate ?
Instruments in FP 6: Networks of Excellence • Keywords: Cooperation and coordination of research efforts (Universities, research centres, enterprises as well as technology organisations) • Several MEURO funding per year • Selection on the basis of Calls for Proposals • Participation of Min. 3 Universities, Research Labs, Industrial Labs (Note: minimum can be changed in Workprogrammes) • Large degree of autonomy • Possibility to modify plans and allocation of work • Possibility to launch a call for participation
Instruments in FP 6: Article 169 • Keywords: Joint execution of National programmes • At the initiative of the member States • Selection on the basis of joint or coordinated Calls for Proposals • EC funding used to support the jointly executed programmes
Financing in FP 6
Financing in FP 6 Instrument EU contribution • Networks of Excellence Grant for Integration: max 25% of the value of the capacity and resources proposed for integration as a fixed amount to support the joint programme of activities • Integrated Projects: Grant to the budget: max 50% for research, 35% for demonstration, 100% for activities such as training • Participation in programmes undertaken by several MS To be defined in decisions taken on the basis of Art. 169 • Other instruments (specific research and innovation projects) Grant to the Budget: 50% to 100% of the budget • Note: the financing principle will no longer be the ‘eligible costs’.

Timetable FP 6
Timetable implementation FP 6
Most important changes compared to FP 5 • 7 Priority Areas instead of 4 • More flexibility in tasks and partners (calls for tasks, calls for participants) • Larger scale projects, with more critical mass and a higher level of integration • New Member States = Member States • Eligible costs no longer financing principle • Simplifications of Procedures?
