Assessment Philosophy • Each element team will ask: • Does a program exist and conform to existing guidance? • Is the program adhered to and documented? • What risks/issues are associated with the program and how well are they being mitigated? • Are there any notable strengths and/or outstanding performers? 14
Risk Assessment • All write-ups receive a risk assessment based on the Risk Assessment Code Matrix • These inputs are then used to produce overall Subelement, Element, and ultimately, a unit’s overall risk assessment • Green does not necessarily mean that an element does not have risk, but rather it is indicative of how well the CMO has mitigated that risk 15

SEVERITY – A qualitative measure of the most reasonable credible mishap resulting from personnel error, environmental conditions, design inadequacies, procedural deficiencies, or system, subsystem, or component failure or malfunction. 16

Deliverables • Electronic copies of the following documents are sent to the CMO Commander, Directorates, and HQ Aircraft Operations: • Power. Point out-brief • Executive summary • Detailed report addressing every sub-element and write-up • Per DCMA 8210. 2 no written or electronic copies of the Survey report or brief will be provided to the contractor. • The GFR will formally communicate Survey write-ups to the Contractor through either the Annual or Semi-Annual Contractor Survey or the Corrective Action Request process 20
Constructive Change • A constructive change occurs when: • The contractor performs work beyond that required without a formal change order. A government informal order can be defined as words, deeds, advice, comments, suggestions, or opinions. • Nothing communicated during this inspection constitutes a Constructive Change 21
