SIRIUS Sustainable Irrigation water management and River-basin governance: Implementing User-driven Services GENERAL Water is intrinsically linked to agriculture & energy worldwide over 60% of freshwater is used by agriculture; food produced in irrigated agriculture consumes a huge part of worldwide energy (stable estimates still lacking, need to include water/energy footprints of fertilizer/pesticides, processing, transport. . . ) GEO work program needs to focus on àIntegration of the societal benefit areas (see above). àWater resources management is multi-scale in time and space: • TIME: from weekly (for irrigation). . to decade (groundwater, drought management); • SPACE: from farms. . to aquifers. . to river-basins. . . to regions. . . to nations Also water governance is multi-scale often with overlapping hierarchies. 2629021

(note that Europe has a long tradition in participation & community-based water management, also reflected in the EU WFD, so this could be one of EU’s strong points for “export”) 2629021
SIRIUS Sustainable Irrigation water management and River-basin governance: Implementing User-driven Services SPACE SEGMENT EO-assisted agricultural water management needs a reliable space segment that delivers time-series of high-resolution EO: “virtual constellation” with quick turnover times (24 h for irrigation scheduling) GEO work program needs to focus on àCurrent space segment needs to be improved (in acquisition frequency, space and spectral resolution, operational data access and reliability) àEU Water Framework Directive needs high resolution EO tools at basin level to be effective for water governance àintegration of ground data with EO data.
