Simplex Overview 1. 2. 3. 4. 5. The Remote Simplex Telemetry System is a very low cost, very low data rate (100 bps) Simplex Appliqué on the existing Globalstar infrastructure Data is sent in the form of a fixed length packet with longer messages constructed from multiple packets Fixed length packets are all 9 bytes Message sizes can be anywhere from 9 to 144 bytes in length The System consists of three major segments 1. 2. 3. User Segment Space Segment Ground Segment 2

User Segment - RTU • The Remote Telemetry Units (RTU) consist of – a Simplex Transmitting Unit (STU) – an antenna – the application specific Sensor and Sensor interface card and the requisite batteries all integrated into a small field deployable package. The STU interfaces to application specific Sensors to accept binary data and transmit that data to the Globalstar Satellites at L-Band • There are two types of RTUs – Standard version for stationary assets – GPS based version required for mobile assets 4

Space Segment • Globalstar’s bent-pipe repeaters translate the L-Band signals received from the RTU

Space Segment • Globalstar’s bent-pipe repeaters translate the L-Band signals received from the RTU to C-Band retransmit the signals down to a co-located gateway 5

Ground Segment - Gateway • The GWA extracts the RTU signals and passes the messages to the Back. Office (BOF) via the Globalstar Data Network (GDN) • The GDN connects all gateways to the Globalstar Operational Control Centers (GOCC) in Milpitas and El Dorado Hills (back-up GOCC) in California 6

Ground Segment – Back Office • The Back Office (BOF) is located in Milpitas, California at the GOCC and performs the necessary processing, message reconstruction and wholesale billing functions for all Simplex customers worldwide • The customer will interface over the internet to the BOF to receive a single unique copy of the messages from their 7 RTUs

Robust System Design • Simplex Transmits Messages Multiple Times – Timing between messages allow for satellites to change position – Messages are seen from multiple gateways which helps ensure message delivery – Gateway coverage for simplex larger than for voice • Simplex Operates On L and C Band Frequencies 12

Robust System Design Continued • Future Friendly – Adding of one rack of equipment

Robust System Design Continued • Future Friendly – Adding of one rack of equipment to any Globalstar gateway expands coverage – As usage goes up capacity can be increase easily by adding an additional rack of equipment – Preliminary testing of these upgrades expand our current Simplex data subscriber messaging capacity by as much as 10 times and increase our receiver sensitivity of the network by up to 40 percent • Our coverage and message capacity continues to grow!!!!! 13

Simplex Operation Overview • Endpoint shading – Unlike GEO systems, Simplex devices communicate simultaneously to several satellites on 3 orbital LEO planes • Global footprint – Satellites visible beyond +/ -75 degrees latitude – Data downlinked to multiple ground earth appliqués – Uniform global operations • Service Life – LEO + Simplex = superior service life on internal, primary batteries 14
