PROGRAM ME DETAILS v It is a centrally sponsored nationwide literacy scheme, launched by the prime minister Dr. Manmahan Sing. v Launched on International Literacy Day, 8 th sep. 2009 v scheme come into the operation from 1 st oct, 2009. v Implementing Organization--- Department of School Education and Literacy, Ministry Of Human Resource Development(MHRD) , GOVT. Of India.
GOALS OF THE PROGRAMME Ø To raise literacy rate to 80%. Ø To reduce gender gap to 10 %. Ø To minimize regional and social disparities with focus on women, SCs STs , minorities and others disadvantages groups. Ø All those districts that had female literacy rate below 50% ( According to 2001 census) are being covered under the programme. There were 365 districts ( including 35 left wing extremism districts in which 30 districts were under the female literacy below 50%. )
OBJECTIVES OF THE PROGRAMME There are 4 broad objective – 1. 2. 3. 4. Provide basic literacy and numeracy to non literate and non numerate adults – to learn reading writing and arithmatic, personal and community development, to teaching cause of poverty and remove them. Provide qualification equivalent to female educational system and establish learning for neo literate beyond basic literacy- to give neo literate adults further educational opportunities and provide 2 nd chance to those who missed the opportunities of formal education. provide vocational education –For skill development to improve their working and living conditions. promote a learning society by providing opportunities to neo literate adults for continueing education. –through the provision of libraries and reading rooms based on the ADULT EDUCATION CENTER.
ADULT EDUCATION CENTER Arm of the programme, responsible for the organization and delivery of classes. 2. Established in gram panchayet on the basis of one per population of 5 thousand. 3. Every AEC(Adult education center) in manned by 2 paid peracks of which 1 must be a woman. 1.
FUNDING v. The total budget for the programme between 2009 and 2012 has been US$ 1. 2 bn, with the national government providing 75% of the cost , and district government covering the remaining 25%.
OUTCOME üFurthermore literacy in India improving the 2011 census should literacy in India has increase from 64. 84% in 2001 to 74. 04% in 2011 and ü the male female literacy gap has reduced from 21. 59 % in 2001 to 16. 68 % in 2011. üAll areas of India have almost without exception reported a rise in literacy rate from 2001 – 11. üThe total number of illiterates has decreased from 304. 15 million to 272. 95 million. .
