STI Policy Administrator • IP-NNI Task Force to begin defining STI Policy Administrator procedures • Assume simple “rules” from STI-GA and refine if necessary. For example: – SP must have an OCN as defined by NENA (“necessary and sufficient”) • Identify an appropriate OCN variant that offers an unambiguous definition of SP • SP status to be renewed annually – Mechanism for revoking SP status needed (criteria not specified) – STI-CA must support STI certificate distribution procedures – Mechanism is required to revoke STI-CA status (criteria not specified) – Procedure is required to revoke/update STI-PA certificates (criteria not specified) – STI-PA must maintain secure list of approved STI-CAs – STI-PA must maintain list of STI public certificates SHAKEN Governance Authority May 2017 3
STI Policy Administrator • STI-PA procedures: based on assumed rules, but to the extent possible, independent of the specific criteria, define processes to: – – – – Establish & revoke STI-CA Authorize SP Issue Service Provider Code token to authorized SP Renew Service Provider Code token Revoke Service Provider Code token Maintain secure list of approved STI-CA(s) Distribute secure STI-CA list to SPs • Push, or on demand Create description of STI-PA role in a form suitable for an “RFQ” SHAKEN Governance Authority May 2017 4
STI Governance Authority • STI-GA proposal has been tested with individual stakeholders. – Focused on general principles only • Next step is to develop a detailed proposal for consideration: – – – Criteria for membership in the STI-GA Legal structure (e. g. , LLC, committee, etc. ) Operating procedures (e. g. , voting rules, IP policy, etc. ) Cost structure (staff, meetings, insurance, etc. ) Funding model • Proposing to form a standing group of interested parties to help ATIS develop a detailed recommendation for STI-GA implementation. – Regular updates to IP-NNI TF and ATIS committees SHAKEN Governance Authority May 2017 5
