Stakeholder analysis and mapping; An introduction What is stakeholder analysis and mapping? q Being able to determine who your project stakeholders are and, from this, taking a more in-depth look at their interests and how these may be affected. q In ecosystem valuation, being able to identify your relevant stakeholders is critical at all stages of the valuation process. Why do we need to ‘map’ and ‘analyse’ stakeholders? q Evaluates who wins and who loses from alternative management options q Identifies which stakeholders will be able to influence the issues (both positively and negatively) q Determines who should be involved and identify who will need their capacity built in order to be able to participate meaningfully q Takes into account stakeholder priorities in relation to the issues q Detects possible risks and conflicts of interest between different stakeholder groups and to help find resolutions q Indicates the main relevant ecosystem services via assessing stakeholder interests TEEB Training
Assessing the Landscape Who are the potential stakeholders linked to TEEB studies? q Persons, organizations or groups with an interest in the way a particular ecosystem is used, valued or managed. q Major stakeholder groups that may be involved/affected by a TEEB study include: – NGOs – local communities and indigenous groups – business – other government institutions and ministries ©CBD/TEEB Workshop Chile TEEB Training
What are their potential interests? An Overview q Depending on which stakeholder group and which ecosystem category, stakeholder interests may range from: – Poverty alleviation for local communities – Protection of sacred sites for indigenous groups – Nature conservation/preservation for local, national and international NGOS – medicinal plants for pharmaceutical companies – clean water supply for local residents TEEB Training
Local communities and indigenous groups q Local communities and indigenous groups are important to consider when thinking about undertaking a TEEB study as this group may be: – Affected due to their direct dependence on natural resources – Significant source of data/traditional knowledge which can help to frame the study q It is essential therefore that their interests are clearly understood for TEEB national study planning ©UNEP/GRID-Arendal TEEB Training
Local communities and indigenous groups continued…. q Main stakeholder interests would be related to those ecosystem services that affect their livelihoods q Services provided by regulating services q Cultural services such as places of rituals and sacred sites would also be of high interest particularly for indigenous groups ©TEEB Manual for cities TEEB Training
NGOs and civil society q A stakeholder group vital to have on board in TEEB national study planning processes q With their interest in mind encourages continued involvement for TEEB national implementers to capitalise on this groups abilities to build strong community relations q This group’s key interests would be specifically related to ecosystem services directly related to: – Nature conservation – Food provision, fresh water, medicinal resources TEEB Training
Ministries q A TEEB national study may involve more than just the Ministry of Environment q The interests of each Ministry is an absolute necessity if a TEEB study is to be successful to promote improved policy integration and decision making ©http: //www. iisd. ca/biodiv/cop 11/enbots/17 oct. html TEEB Training
Ministries continued… q Depending on their sector, each group would have many diverse interests that would be related to ecosystem services such as: – Food and fresh water provision which links in with policies on food security/sovereignty, water scarcity (Ministries of Environment and Agriculture) – Moderation of extreme events, (Ministries of Environment, Energy and Health) – Cultural services and biodiversity conservation (Ministries of Environment and Tourism) – Economic returns and trade opportunities (Ministries of Commerce and Finance) TEEB Training
The Business Sector q An important group that would need to be considered for stakeholder engagement purposes on ecosystem services management plans q Policymakers need to ensure that businesses are dependent upon ecosystem services for their product delivery q National TEEB implementers can harness the power of business ©www. 123 rf. com q Recognizing their potential in being part of the solution rather than part of the problem TEEB Training
Prioritizing stakeholders and issues q Engaging with all stakeholders or on all issues is neither possible nor desirable q TEEB study implementers need to prioritise stakeholders issues to ensure that time, resources, and expectations are well managed. q This can be done by identifying those stakeholders that are likely to have the greatest impact on the TEEB study q This enables TEEB national implementers to prioritize the attention and action to ensure successful execution of the project.
