What is Accreditation? • Voluntary • Nongovernmental • Process of external quality review to scrutinize colleges, universities, and educational programs for quality assurance and quality improvement ©CAPTE
Purposes of Accreditation CHEA, 2012 • Accreditation serves the following purposes: – Assuring Quality – Access to Federal Funds – Easing Transfer – Engendering Private Sector Confidence ©CAPTE

The On-site Review Team • Usually three members – Educator – Practitioner – Non-PT: dean, basic scientist, other educator in a health discipline • Consists of professional peers • Often don’t know each other before the visit ©CAPTE

CAPTE Actions: How CAPTE Works • The Central Panel makes all candidacy decisions • The PT/PTA Panels make accreditation recommendations – Two reviewers are assigned for each program; these individuals have all program materials – All other panel members have Visit Report with Institution Response – Panel members who are in conflict do not receive materials or participate in discussion – Reviewers present the program to the respective panel – Dialog between reviewers and other panel members – A decision is then recommended to the full Commission • Final accreditation decisions are made by the full Commission ©CAPTE
Types of Decisions • Developing Programs – Grant Candidate for Accreditation – Deny Candidacy for Accreditation – Withdraw Candidate for Accreditation • Accreditation – Grant Accreditation (initial decision) • With a Compliance Report; for a 5 -year cycle – Reaffirm Accreditation • With or without a Compliance Report • Typically 10 -year cycle, but cycle can be shorter • Substantive Change – Expansion of accreditation to additional offering – Increase in class size/enrollment > than 10% – Other substantive changes ©CAPTE
Compliance Timelines USDE requirement • Maximum of two years (24 months) to come into compliance • At 18 months, CAPTE will place the program on probation in preparation for withdrawal of accreditation • If at end of two years, still not compliant, CAPTE may, if the program has made a case that a good faith effort (good cause) has been made, extend status for a maximum of two additional years – during which time probation will continue • Accreditation will be withdrawn if not in compliance at end of four years. ©CAPTE
Good Cause 1. A completed comprehensive assessment of the problem/issue under review 2. An appropriate plan for achieving compliance within a reasonable time frame not to exceed two years 3. A detailed timeline for completion of the plan 4. Evidence that the plan has been implemented according to the established timeline, and 5. Evidence that the implemented plan is showing results that provide reasonable assurance the program will achieve compliance within the allotted time frame. ©CAPTE
Public Notice of Final Decisions • USDE requirement that notices of reasons for final adverse decisions be published • deny or withdraw candidacy • withhold or withdraw accreditation – Decisions are posted on web page no later than 30 days after decisions are final – Notices are posted on web page no later than 60 days after decisions are final and include: • • • Status of the program Brief description of reasons for the decision If appropriate, history of previous decisions leading to the final decision Description of what options the program has Response from the program, if provided • CHEA expectation: reasons for decisions to grant or reaffirm accreditation be published – Front page of the Summary of Action will be posted on web no later than 60 days after the decision is final ©CAPTE
