Skills Strategy Launch 21 st September • Virtual reality software was showcased • This helped to make the case for roll out • Helped to showcase key sectors, such as construction and logistics and Big Lottery projects • Featured a video of the East Sussex Industry Champion programme

Key Challenges include Skills levels below the national average at levels 2 -4 Nearly 180, 000 people with no qualification Nearly 50, 000 people on out of work benefits 178, 400 workless households and growing numbers of homeless people Workplace earnings below national average and neighbouring LEP areas Population growth to 5 m by 2039 with greater proportions (21%) aged 70+ • Some of the most deprived areas in the country including rural and coastal • Fluctuating apprenticeship numbers in recent years and short-term decline • Declining adult participation in further education • • •

LEP Sector Support Funding §Max budget to apply to: £ 200, 000 for LEP working Groups §Discrete work – not business as usual §Match funding 30% and max period 12 months §High value for money §Supported by lead County or Unitary authority §Passed independent evaluation (now to 7 th Dec LEP board) §Proposal to raise awareness of teaching in higher and further education through a campaign and video §Proposal to include bursary for teacher training costs §If successful, will be seeking project management §Thank you East Sussex CC and East Sussex College!

Digital Skills Innovation Fund • £ 1 m for underrepresented groups • £ 400 k for older & disabled workers • Focus on women, disabled people, people from minority backgrounds and those living in lower socio economic areas to succeed in digital roles (analysts, programmers, cyber security specialists, software developers • Bids by 28 th October – submitted • Grants £ 200 -500 k to be claimed in financial year 18/19 • Collaboration between LEPs, local gov, VCS, training providers, employers and charities sought • LEPs invited to apply – bid submitted around raising awareness of the sector through vox pops and taster sessions
Local Digital Skills Partnerships • Expression of interest submitted • Grant funding for a full time person • Digital Skills Partnership would enable strategic influence with Whitehall and facilitate links to corporates such as IMB and Google • Received an update from the Department for Culture, Media and Sport (DCMS) last week – cross Government selection panel held and recommendations to Minister who will make the final decision on the next three local partnerships • We will hear by Christmas if we have been successful
Other news • We worked with the Learning & Work Institute to offer apprenticeship training and analysis on apprenticeships in our area • We now have regular meetings / calls of Skills Board Chairs as our Skills Employer Advisory panel • We have lobbied ESFA and the Skills Minister regarding non-levy apprenticeship training • We have written to the Chancellor and Skills Minister expressing our support for colleges (during National college week) and need for continued funding • We have a new local ESFA lead who will spend time with us locally to understand our priorities. They would like to hold T-level engagement sessions for providers and employers next year
European Social Funding • There already a range of projects underway delivering against the ‘Escalator of Opportunity’ model • Supporting people into work, furthest from the labour market and those in work • To date, much of the 50% match funding required has been provided by DWP, ESFA or Big Lottery

Virtual Reality Call for tender - live • Open until 31 st December • Total pot £ 750, 000, requiring 50% match • To promote and offer training in all priority sectors • Online facility set up (Trello) to enable bidders to find partner organisations across the LEP • Delivery for up to 3. 5 years • To raise awareness and offer training of key sectors through online learning and virtual reality – rural areas and spaces such as prisons
Remaining ESF Priority 1. 1. £ 556, 916 (more like) (Access to employment for job seekers and inactive people) • Awaiting DWP and Big Lottery advice on existing contracts due to be extended (approved by ESIF Committee) - awaiting final advice and next steps • If DWP contract not extended, funds set aside for extension would become available again • ESFA ESF Call under this priority in August due to launch April 2019 • NEW CALL FOCUS PROPOSED to be Wheels to Work supporting individuals with transport barriers
Remaining ESF Priority 1. 2. £ 2, 478, 626 (Sustainable integration of young people -15 -24) • Existing ESFA contracts coming to an end by April 19 • New contracts with Essex CC and Princes Trust (direct calls) so will ensure new provision doesn’t duplicate • New ESFA ESF contract under this priority due to launch April 2019 • NEW CALL FOCUS PROPOSED to be Supporting apprenticeships
Remaining ESF Priority 2. 1 £ 3, 496, 863 (Enhancing equal access to lifelong learning) • Existing ESFA contracts with Ixion, EKC Group, STUK (coming to an end April 2019) • New ESFA ESF contract under this priority in August due to launch April 2019 • NEW CALL FOCUS PROPOSED to be supporting people in entry level / low skilled jobs to progress

Remaining ESF (2. 2) Skills Portal – Opportunity South East update • Opportunities South East now has just under 300 registered users actively using the site • There are now over 2, 000 apprenticeships and a further 6, 590 Training opportunities on the site • At a Careers day at Gable Hall school (Stanford le Hope, Thurrock) in June PDMS ran a CV building session for year 10 students. Over 130 students registered to OSE and created a CV using the platform • Large Thurrock based businesses are actively using the platform including; Port of Tilbury (HR Team), Cruise & Maritime, Amazon • Interest from ESB Logistics Group and lead Trevor Hutchinson • Other South Essex LA’s are supportive (Presented to Essex EDO network) and Basildon and Southend have a number of their employers signed up, and are on the project board. • Numbers would be higher with a team dedicated to the portal (which ESF could support)
