Review of SAGE Criteria • PLRD has carried out a review of how the Security Agency Grading Exercise is done • As part of our continuous effort to improve the way the grading exercise is done, PLRD will change the grading criteria from SAGE 2018 • The assessment period is from 1 Jun 2017 to 31 May 2018 • Assessment will commence in Jun 2018 2

New Grading Criteria for SAGE 2018 • Security Agencies will be graded in these 3 areas : 1. Process 2. People 3. System 3

Process Area of Assessment Training Is there a systematic process to ensure that SOs are aware of their roles and responsibilities? Evidence • SOs are briefed and have a copy of their job description • SOs are given induction training at each job site, and these are documented Training • There are proper lesson plans with learning Is there a program for continuous objectives and supporting syllabus training (e. g. to share lessons learnt from • There is an established protocol for planning local/overseas incidents or red teaming and executing of red teaming exercises AAR? Training Is there a mechanism to assess and validate the effectiveness of the training program? Can the mechanism identify weaknesses for remedial actions? • There is an established process to design tests for SOs for every training package • The individual performance of each SO is used to identify weakness which is then addressed through additional coaching • The overall performance of all the SOs are used to evaluate the effectiveness of the training plans 4

Process Area of Assessment Evidence Operations Does the SA have a process/system to manage incident reporting? • There is an established protocol for SOs to report security incidents • There are specific reporting formats for SOs to document security incidents Operations Does the SA have SOPs to guide SOs to manage security incidents? • There are specific SOPs on Bomb Threat, Fire Emergency, and Dealing with Suspicious Persons, Vehicles and Activities Operations Does the SA have a process to conduct a security risk survey jointly with the service buyer? • There is an established process to carry out a security risk survey with the service buyer • Identified vulnerabilities are documented with appropriate recommendations put forth to the service buyer Operations Does the SA have a process/system to manage service buyer’s feedback on security? • There are multiple channels for the service buyer to provide feedback on security to the SA • The feedback is properly documented and followed up • The service buyer is provided with update on action taken 5

Process Area of Assessment Supervision Are routine and surprise supervisory checks carried out on SOs? Evidence • There are rosters for supervisors to carry out both routine and surprise checks on all SOs • All supervisory checks are properly documented in registers at the sites 6

People Area of Assessment Evidence Training Does the SA have a proper system to plan and track the career progression of its SOs under the Security PWM? • There are proper training records of all SOs • Security Officers and Senior Security Officers have been sent for PWM training for promotion to the next grade Knowledge Are the SOs familiar with key procedures • SOs are able to articulate the key procedures without relying on any SOP • SOs know where the relevant SOPs are located and are able to find the appropriate part given any specific scenario Are the SOs aware of the availability of relevant SOPs on site? Competency Are the SOs able to execute the steps detailed in the SOP? • SOs are able to demonstrate how the SOP should be executed in a step by step manner Professional Conduct Are SOs aware of the provisions in the Code of Conduct (Co. C) under the Private Security Industry Act? • SO are able to detail the Co. C provisions • Observation and other evidence which indicate that the SOs have not breached the Co. C Are SOs in breach of the Co. C? 7

System Area of Assessment Training Is there an IT system to facilitate training through e-learning? Is there an IT system to administer etesting?
