INTRODUCTION o The presentation is about the préparation of the second population and housing census in Democratic Republic of the Congo o The 1 st census was in 1984; the 2 nd is planned for July 2011 o The 2 nd census will take place 27 years after the 1 st one o The decree on the organization of the 2 nd census is already signed since August 2009 RGPH 2 (2011) en RD Congo

II- Context (cont. ) o o Independence in 1960 Since, turbulent history o Political and institutional instability 1960 -1965 o Relative political stability after the establishment of a one-party system 1965 -1990 o Endless transition in the 90 s with political and social crisis, plunderings (1991) and (1993) and armed conflicts in 1996 and 1998 RGPH 2 (2011) en RD Congo
I- Contexte (cont. ) o The normalization process of political life, initiated in 2001, has continued with the organization of a constitutional referendum in December 2005 and free and open elections in 2006 o Consequences: establishment of democratic institutions: President of Republic, National and Provincial Assemblies, Senate, Central and Provincial Governments RGPH 2 (2011) en RD Congo
III- ORGANIZATION OF THE 2 nd CENSUS IN DRC o The organization of the census in DRC is especially important o DR Congo is a post-conflict country; it is also a very poor and heavily in debt country o The results of the census will allow not only economic and social planning based on reliable statistical data but also they will contribute to the reconstruction of the country o The census will also contribute to capacity building of the National Institute of Statistics, responsible for its organization and implementation, at the national and provincial level RGPH 2 (2011) en RD Congo
III- Organization of the census in DRC o The census enumeration is planned for the first fortnight of July 2011. o The night of 30 June will be the reference date o During these 15 days, around 70, 000 enumerators and supervisors will canvass the coutry to visit each household and collect informations on each member of the household as well as housing characteristics The population is estimated between 65 and 70 million inhabitants – each enumerator will collect information on around 1, 000 inhabitants RGPH 2 (2011) en RD Congo

V- Main operations already achieved o At the end of 2009, several tasks have already been achieved, most of them with the financial support of UNDP et/or UNFPA o Establishment of the « TWG » (Tehnical Working Group) In the ministry of Planning, hosted at INS. Members are national experts in the domain of population. Several members have participated in the census 1984 o o Cartographic operations field tests Elaboration of methodological documents, advocacy document, 1 st version of project-document and household questionnaire o Rehabilitation of offices in INS/Limete where the Central Bureau of the Census will be located Office opening last October RGPH 2 (2011) en RD Congo
VI- CHALLENGES 12 • The large surface area requires important technical, financial and human resources to organize the census; • The por state of transport and communication infrastructures (roads, bridges, ferries, railway, etc. ) ; • Difficulty to mobilize resources in post-conflict situation where humanitarian assistance remains a priority
VII- Strategies for resource mobilization o Census is part of the national budget; o Working sessions with ECOFIN and Parliament Network for Population and Development; o Session on the Census in the Parliament; o Meetings with members of government. RGPH 2 (2011) en RD Congo
14 VIII- Next steps in resource mobilization • Select meetings with technical and financial partners (5 March 2010) • Round table with financial donors (Fin Mars 2010)
CONCLUSION Before concluding, let me show you some pictures… These photos show carefully the base maps of the census 1984 have been archived in the office of INS in Limete. In my opinion, they illustrate the patience and willing of the colleagues of the INS to undertake « their » next census Since 25 years, there are ready and wait… RGPH 2 (2011) en RD Congo
