BETTER REGULATION UNIT CURRENT MAIN TASKS/PROJECTS: - Better regulation tools / guidance Impact assessment – special attention - “SME” test Public consultation - e-democracy Elimination of administrative barriers, Deregulation, Simplification of administrative procedures and cutting red tape Reduction of administrative burdens (“minus 25 % by 2012”) E- government projects (Service Directive –Point of single contact) -------Overall policy: clear, simpler and more understandable regulation more effective business and more satisfied citizens/customers.
1. Better regulation tools 2009 - 2011 - Resolution on Legislative Regulation (minimal standards for public consultations and conducting RIA) - New Rules of the Procedure of Government of the Republic of Slovenia - Handbook for conducting IA and drafting new laws - Trainings for civil servants (over 300 participants in 2009 and 2010)… Problem? There is no specific body responsible for monitoring IA, ministries are responsible for their own field of work, which means that they have to review drafts (and IA) form other ministries.

E-democracy Web portal E-democracy: LEGISTLATION UNDER PREPARATION /”IT” SUPPORTED DECISION MAKING PROCEDURE - Interested public can participate in the regulation drafting proces by sending comments… via the portal Public consultation period takes 30 – 60 days Drafter is obligated to respond to comments, suggestions… MORE!!! - transparency: information regarding the status of draft regulation - e-mail reminder: e-mails with information regarding specific regulalation (Subscribe to news).

Reduction of Administrative Burdens 2007: First “ MPA pilot” - Action Plan for “RAB” on priority areas Employment legislation and Statistics 2009: Second Action Plan for “RAB” – 25 % TARGET • 14 areas (focus on businesses and citizens); Finance (taxes. . . ), Economy (company law. . . ), Agriculture, Transport, Environment. . . – 71 laws (over 3. 000 rules/regulations) • SCM Methodology AND: • Programme for Administrative Obstacles Elimination and administrative simplification (41 concrete measures)
3. 1. Action Programme for RAB – 25% target 1. Review of legislation, identify burdensome areas, regulations (2009) 2. Analysis / Measuring administrative costs on the basis of a common methodology (SCM) (2010 -2011) 3. Collection substantive proposals/measures to reduce burdens – 190 NEW MEASURES –ADOPTED IN JUNE 2011! 4. Current: The process of amending legislation and the implementation of measures. (deadline - May 2012); 5. Evaluation: Second measurement of administrative costs - efficiency of changes with a view of achieving the objective of the Action Plan (deadline - December, 2012).

Action Programme for RAB – 25% TARGET SPECIAL ATTENTION - areas that have a significant impact on the competitiveness of Slovenian economy: – – – Labour law (Safety at Work…), VAT - payment of taxes and contributions (including excise) of ownership (registration, real estate), Starting a business, - focus on obtaining licenses to perform various activities (license, permits - deregulation), Closing a business… Cohesion (drawing of EU funds), Environment and Spatial Planning…- SIMPLIFYING THE COMPLEX REGULATORY SISTEM! IMPORTANT: HIGH POLITICAL SUPPORT! CONFIDENCE IN GOVERNMENT ACTIVE BUSINESS PARTICIPATION

E-GOVERNMENT PROJECT – “PSC” – Services Directive – “Doing business in Slovenia” – – Project “EKT 1”- one stop shop for all relevant information – starting, cross-border, doing business, closing… - SPECIAL ATTENTION TO FOREIGN OFFERS! Project “EKT 2” – one stop shop for e-procedures and formalities ! BIG CHALLENGE - All regulated professions and activities in one place! – – – Second review of all respective regulation (over 400) Uniform data structure and databasese - one stop shop for activities and professions Simplification of procedures, “RAB”… Minimising the burden of form-filling and paperwork Deregulation (good practices in member states…) Elimination of Administrative Barriers …
