What is a School Crossing Patrol Officer? School crossing patrols are employed by the council to help children and their parents/guardians cross the road safely on their journey to and from school. Patrols are allowed to stop the traffic for anyone crossing the road as long as they are showing the STOP sign and dressed in the correct uniform.
History of the School Crossing Patrol Service • Britain’s first Patrol - Bath City Council in 1937 • Experimental Patrols appeared in London in the 1940’s • Metropolitan Police deciding that this was something it should adopt and take over. • Patrols were formally recognised in Britain by the School Crossing Patrols Act in 1953 and allowed to operate across the country. • Responsibility for the service in England Wales now lies largely with the local authorities. • Currently in excess of 30, 000 Patrols are operating throughout the UK.

Health & Safety
Neglect 1. Failure to meet a child’s basic physical or psychological needs 2. Failure to protect them from physical harm or danger For example: o Adequate food o Shelter o Clothing o Medical treatment
What is Physical Abuse Accidental v Non-accidental Accidental Shins, knees, elbows, head other bony extremities Non Accidental Injuries to ears, neck, face, eyes, torso, groins, lips
Cultural Issues • There are cultural differences in raising children - what might seem acceptable in one family or community may be deemed inappropriate in another • Culture’ is never an excuse for harming a child. All children have a right to be protected from harm under UK law • FGM
What to do if you suspect something? • It is not your role to investigate or to ask leading questions • Never promise you won’t tell anyone • You are simply required to observe and share the information you have with your manager • Never presume someone else will report it • Your point of contact is Ines Floris and the school
Possible Issues • Children may try to run into the road before you have given them the signal that it is safe to cross. • At crossing sites near junctions make sure that traffic from all directions has stopped before telling the children to cross the road. • Look out for cars coming from behind stationary vehicles, as they have not realised that the cars in front have stopped for a School Crossing Patrol. • Children may try to cross the road at some point other than the official crossing site. • If an emergency vehicle approaches while you are operating, you should either Signal or call to the children to remain on the footway and return to the footway. Or Signal or call to the children to continue crossing as quickly and safely as possible and return to the footway. • Illegal parking
Accidents & Incidents What to remember: • Always ensure you and any children around are safe • If a person is seriously injured they should not be moved but covered with something warm and protected from the traffic • If the emergency services are called, you must stay at the scene until the emergency services have taken all the details • Make written notes of the accident as soon as possible • You must report the accident to your supervisor and to the metropolitan police • If the accident involves a child at the school, the school must be told • You should not administer first aid during your working hours – your priority is always your crossing
Aggressive Behaviour • Harassment • Failure to stop It is an offence for motorists to fail to stop when ordered to do so by an SCP – such incidents should be treated seriously.
Penalties For a driver who does not stop the penalties are quite clear: • Up to £ 1, 000 fine • 3 penalty points • disqualification
Weather Conditions • Strong Winds • Sun • Rain/Snow and Ice Remember when roads are slippery due to rain, snow etc. , the stopping distance is considerably increased.
