So What is SCHIEX and What is NOT SCHIEX? SCHIEX is NOT the site that you log into from the SCHIEX log in page. SCHIEX is NOT the Medicaid viewer application that you can access from the SCHIEX log in page. Are you confused yet?
Medicaid Viewer Application Although this application is tied to the SCHIEX log in page , it is simply a tool to hold Medicaid claims data which can be viewed by registered participants. It will never become anything more than this and will hopefully be renamed soon.
So What is the Real SCHIEX? The platform on which the SC Health Information Exchange is being built NOT a tool to log into but a service incorporated into your EMR which will allow you to see a patients’ history with other participating providers
More on the Real SCHIEX “A statewide technology and policy framework that enables participating health care providers using EHR systems to exchange clinical information…” Requires an interface between the EMR and the SCHIEX platform
SCHIEX and the Feds SHIEX is SC’s “designated statewide exchange in the Office of the National Coordinator (ONC) State Health Exchange Cooperative Agreement Program.
Clinical Information Shared Via SCHIEX Diagnoses and Procedures Lab results Immunization records Discharge summaries Medication lists Allergies
Information Not Shared by SCHIEX Information which is “specially protected by law” in not shared, including HIV and certain mental health information.
Additional SCHIEX Option SCHIEX Direct- “push of information from a known sender to a known recipient” using direct addresses similar to email addresses but used only for health information
SCHIEX logistical issues “Participants must legally agree to abide by the policies and procedures that govern SCHIEX and the privacy and security of health information. ” Participants must train and execute agreements with each authorized user.
SCHIEX logistical Issues Patients must be informed of SCHIEX and given the opportunity to opt out, in which case no information is shared. Patients can opt back in at a later date.
SCHIEX Funding Initial time period will be free or discounted to providers. Then the cost of continuing to build and maintain the system will be passed on to the providers. Estimated annual cost for a clinic based physician- $230 base per facility plus $230 per physician.
SCHIEX Funding Concerns SCHIEX can only be as valuable as the sum of the providers participating in it. If funding issues create a barrier, the number of participants may be limited, thus limiting the information available.
Schiex and QTIP- Are There Opportunities Out There?
SCHIEX and QTIP Together Quality improvement projects could be improved even further More accurate immunization information Easy access to ER data Accurate medication histories for patients with Asthma, ADHD etc. Reduction in duplicated tests, labs etc.
Back to Our Initial Patients Freddie Foster- SCHIEX could allow the child’s new physician access to information including previous physicians, diagnoses, medications and evaluations. Jumping Jimmy- SCHIEX could provide information on the child’s previous medications so that the physician can make an education decision on what medication is most likely to be effective. Sally Slicer- SCHIEX could provide information on the child’s ER visit including tetanus immunization data.
