What is a Distributed Energy Resource Management System? • Provides a technological means for centrally orchestrating fleets of DERs • DERMS can manage & control DER operations to optimize multiple objectives simultaneously and change DER operational objectives based on real time grid operating conditions • Utilizes standard communications and data protocols that can allow DER devices (inverters or gateways) to interact with DERMS in a consistent and simple manner • DERMS sends changes to DER operational parameters, schedules, new curve set points, and/or controls (disconnect, reduce power, etc. ) to each DER or via aggregator to maintain grid operational flexibility • DERMS provides a means to enable new Grid Product & Services e. g. nonwires alternatives (capacity) and reactive power
Need for a Unified Grid Management System EMS OMS DERMS GIS RAS ADMS DRMS In 2016 SCE published it’s future Grid Management System reference architecture: https: //www. edison. com/content/dam/eix/d ocuments/innovation/SCE%20 Grid%20 Mana gement%20 System%20 Architecture%202. 1. 1 6 b. pdf SCE has established the Grid Management System (project) as part of the Grid Modernization program to deploy the next generation grid management system that provides: • Enhanced situational awareness of the distribution grid • Improved safety and reliability of the grid • DER Management and orchestration enabling operational flexibility https: //www. edison. com/content/dam/eix/documents/innovation/SCE%20 Grid%20 Management%20 System%20 Architecture%202. 1. 16 b. pdf
DERMS Is One Important Element to Enable Operational Flexibility • GMS is a system of systems that provides integrated grid management functions and one plane of glass for distribution operations • Enabling DER Management functions requires multiple systems integrated together to enable DER capabilities • SCE has completed procurement and design activities and is in the process of implementing the GMS in staged releases over the next 4 years (2021 – 2024) User Interface ADMS RDBMS Business Rule Engine Device Management Optimization UI Server OMS Archive File. DER Management Functions to Enable Operational Flexibility Monitor • DER Communications (IEEE 2030. 5) • DER Registration & Provisioning • Real Time State Estimation & Masked Load visibility Control • Coordinated control of PV/Storage, EV chargers, & BTM systems • Fault Location, Isolation & Service Restoration • Microgrid Management Analyze • Short Term DER Forecasting • Contingency Analysis Optimize • Optimizing Voltage & Power Flow. • Adaptive Protection • Automatic Feeder Reconfiguration rd party DER systems and leverage DER inverter 7 Today’s Grid Management functionality needs to evolve to include DER awareness and capitalize on DER Major Theme: Interact/integrate with 3 MS systems controls to manage and enable grid flexibility based controls to aid in the reliable operation of the grid.
GMS Journey from RFI, RFP to Execution • Published and Evaluated RFI in 2016 for GMS Product Viability, Market Intelligence and Vendor maturity of GMS Capabilities. • Published GMS Request for Proposal in September 2017 and received responses from vendors by December 2017. • Completed RFP Vendor Evaluation in April 2018. Over 70+ SCE Subject Matter Experts participated in the Technical Evaluation. • Completed joint review of Solution Design by early 2019 to validate Architecture. • Contract Award to vendors on 08/01/2019 for initial GMS releases after completing negotiations on Software License Service Agreement, Commercials & Cyber Security policies. • Currently in Detailed Design and Development, Testing phases of the project. System to be deployed in releases over next 4 years (2021 – 2024).
DER Services Roadmap DER Management Capabilities Description DER Telemetry & Communications • • Proposed Availability Deploy DER automated registration & provisioning capabilities Enable Base IEEE 2030. 5 (Rule 21) communication to large direct connect DERs and DER aggregators. DER grouping to reflect real time topology, periodic validation of smart inverter Integrate DER data into overall distribution and outage management functions (masked load visibility) 2021 - 2022 Non-Wire Alternative Services • Dispatch of DER resources / capital deferral projects to mitigate grid congestion/overloads 2022 Inverter Volt/Var integration • Integrate DER Volt/Var controls into the overall grid optimization to minimize system losses and maximize circuit capacity 2023 Fault Isolation & Restoration integration • Integrate DER into outage management processes Coordinates DER lockout safety function for circuit lockout conditions Coordinate the islanding & reconnection of microgrids 2023 • • Coordinated Dynamic Hosting Capacity capability Flexible Interconnection, where curtailment risk is accepted by the DER developer 2024 as an alternative to paying for traditional distribution upgrades - dynamic charging capacity - dynamic generation capacity •
