STARTING A GIFTED REFERRAL TEACHER RESPONSIBILITIES • ALL GIFTED REFERRAL STUDENTS WILL NEED 6 WEEKS OF TIER 1 DATA • STUDENTS K-2 MUST BE ADVANCED IN EITHER/OR READING/MATH OR CREATIVITY AND/OR CRITICAL THINKING • STUDENTS 3 -12 MUST BE PROFICIENT IN EITHER/OR READING/MATH OR CREATIVITY AND/OR CRITICAL THINKING • COMPLETE A G 1 AND EMAIL TO YOUR SAT CHAIR • IF EL AND HAS “E” ALERT IN SYNERGY, COMPLETE R 6 AND G 7 • IF THE FIRST TWO QUESTIONS ON THE R 6 ARE ANSWERED “ONLY ENGLISH” OR “MOSTLY ENGLISH”, COMPLETE THE R 6. THE G 7 FORM IS NOT REQUIRED. • OBTAIN A NURSING SUMMARY FROM THE NURSE (G 2) • OBTAIN PARENT CONSENT ON G 6
GIFTED PRE-SCREENER • A PRE-SCREENER IS GIVEN TO THOSE STUDENTS THAT SAT HAS DETERMINED WILL MOVE FORWARD (PARENT REQUEST WILL HAVE PRE-SCREENER) • ALL STUDENTS RECEIVE THE PRACTICE ACTIVITIES FOR ALL SECTIONS OF THE COGAT PRIOR TO THE PRE-SCREENER – INCLUDING PRIVATE EVALUATIONS AND EL STUDENTS. • THE GIFTED PRE-SCREENER IS THE FIRST 3 SECTIONS OF THE COGAT (89 TH PERCENTILE OR HIGHER) • IF STUDENTS MEET CRITERIA OF THE PRE-SCREENER, SAT CHAIRS HAVE 15 CALENDAR DAYS TO COMPLETE THE PACKET AND SUBMIT IT TO THE DIAGNOSTIC CENTER (DO NOT SUBMIT DURING DECEMBER OR MAY) • IF STUDENTS DO NOT MEET CRITERIA, THE STUDENT RETURNS TO SAT AND EITHER IS GIVEN 8 WEEKS OF TIER 2 INTERVENTIONS OR EXITED FROM SAT. • STUDENTS WHO ARE EL WILL NOT BE GIVEN A PRE-SCREENER. THEIR PACKETS GO DIRECTLY TO THE DIAGNOSTIC CENTER. THEY DO RECEIVE THE PRACTICE ACTIVITES AT THEIR SCHOOL SITE. • PRIVATE EVALUATIONS WILL NOT BE GIVEN A PRE-SCREENER. THEIR PACKETS GO
TIER 1 • WHOLE GROUP INSTRUCTION, STARTING FIRST DAY OF SCHOOL. • STUDENTS ARE IDENTIFIED THROUGH AIP PROCESS OR TEACHER’S PROFESSIONAL JUDGMENT. • TEACHER PROVIDES PROFESSIONAL TEACHING STRATEGIES: • PRE/FIRST TEACH • SHELTERED INSTRUCTION • DIFFERENTIATED INSTRUCTION • FORMS FOR SAT • R 1 – TEACHER COMPLETES • 1 STRATEGY • 6 WEEKS PROGRESS MONITORING • 3 DATA POINTS • R 1 - BEHAVIOR ONLY • 1 WEEK OF MONITORING • EVERY TEACHER MONITORS • FOCUS ON ONE BEHAVIOR – SAFETY PRIORITY.

FORMS R 7, R 8, AND R 9 ARE NOT REQUIRED. • PLEASE MAKE SURE PARENTS ARE AWARE OF YOUR CONCERNS BEFORE THE SAT CHAIR SENDS THE PARENT LETTER AND SURVEY HOME!!!!!!!
TIER 2 • WHAT IS TIER 2: • SMALL GROUP INSTRUCTION • RESEARCH BASED CURRICULUM (I-STATION, I-READY, ST MATH, BENCHMARK, STEPPING STONES, TIER 2 FUNDATIONS, READ 180, ETC. ) • PROGRESS MONITORING: • 1 INTERVENTION PER AREA OF CONCERN • LASTING 8 WEEKS • WITH 4 DATA POINTS. • TIER 2 NEVER STOPS UNTIL PLACED IN SPECIAL EDUCATION OR EXITED FROM SAT. • IF EXITED FROM SPECIAL EDUCATION, THEN STUDENT IS PLACED BACK IN TIER 2. • IF STUDENT QUALIFIES IN AT LEAST ONE AREA OF TESTING, TIER 2 GOES THROUGH THE MET TEAM FOR NON-QUALIFYING AREAS. • IF STUDENT DOES NOT QUALIFY IN ANY AREA, THE STUDENT IS
TIER 2 INTERVENTIONS • ADDITIONAL 90 -120 MINUTES PER WEEK • SMALL GROUP • 20 MINUTES EVERYDAY FOR ELEMENTARY • 20 MINUTES, THREE TIMES A WEEK FOR MIDDLE AND HIGH SCHOOL • IF STUDENTS ARE IN PULL OUTS OR STRATEGY CLASSES THIS MAKES UP YOUR TIER 2 MINUTES.

PARENT REQUEST PROCEDURES • PARENT MAKES REQUEST TO THE PRINCIPAL OR ADMIN DESIGNEE FOR AN EVALUATION • ADMIN PROVIDES PARENT REQUEST FOR INITIAL EVALUATION FORM TO PARENT
EMAILING THE PARENT REQUEST • ADMIN GIVES/EMAILS COPIES OF THE FORM TO THE SAT CHAIR, PARENT, AND SAT LIAISON OFFICE • WHAT THE SAT LIAISON NEEDS: • THE PARENT REQUEST FORM • THE N 2 • THE R 6 IF APPLICABLE.
SAT PARENT REQUEST FLOWCHART Parent makes request to the principal for an evaluation SAT follows Guidelines for Parent Request for an Evaluation Ye s Principal or Admin. Designee and Parent complete Parent Request for Initial Evaluation form together If student has “E” in synergy then the Principal or Admin. Designee will have parent complete the R 6 Parent Interview for English Language Learners form. Principal gives/emails copies of this form(s) to the parent, SAT chair, and SAT Liaison Office SAT Chair emails nurse and request N 2 be sent to SAT Liaisons for Parent Request. SAT Chair will email Parent Request for evaluation form and R 6 if applicable to SAT Liaisons. Parent given/email Procedural Safeguards. Does SAT has sufficient evidence to honor parent request? SAT convenes in parallel while student is waiting in evaluation process. No SAT Chair completes Prior Written Notice of Refusal to Evaluate (PWN) form and provides Procedural Safeguards. SAT Chair sends copies to: parent (by Certified Mail), SAT Liaisons, principal and upload form to Synergy SAT Liaison notifies SPED of PWN and remove from evaluation process.
LANGUAGE SCREENERS • KINDERGARTEN & 1 ST GRADE, FIRST SEMESTER REFERRALS • ALL KINDER AND FIRST GRADE, FIRST SEMESTER STUDENT REFERRALS REQUIRE A LANGUAGE SCREENER • SAT CHAIR CONTACTS SLP TO REQUEST A LANGUAGE SCREENING • PARENT CONSENT IS REQUIRED (R 12) • PARENTS CAN REFUSE AND PACKETS CAN STILL BE SUBMITTED • BEHAVIOR REFERRALS • LANGUAGE SCREENER IS ONLY NEEDED IF SAT DETERMINES THAT LANGUAGE IS CONTRIBUTING TO THE BEHAVIOR • SAT CHAIR CONTACTS SLP TO REQUEST A LANGUAGE SCREENING • PARENT CONSENT IS REQUIRED (R 12) • IF STUDENT MEETS CRITERIA • SLP DOCUMENTS RESULTS ON THE R 12 • NO OTHER ACTION IS NEEDED • IF STUDENT DOES NOT MEET CRITERIA • SLP DOCUMENTS RESULTS ON THE R 12 • PROCEED WITH TIER 2 LANGUAGE INTERVENTION • SAT CHAIR OBTAINS INTERVENTION FROM SLP AND CLASSROOM TEACHER PROVIDES THE INTERVENTION TO THE STUDENT. EL CONSIDERATION UPDATE • R 6 • COMPLETE THE R 6 FOR ANY STUDENT WITH AND “E” ALERT IN SYNERGY • IF THE ANSWERS TO QUESTIONS 1 AND 2 ON THE R 6 ARE “MOSTLY ENGLISH” OR “ONLY ENGLISH”, THEN THE R 7 IS NOT COMPLETED. • REPLACEMENT TEST FOR SPANISH LAS • STAMP – (STANDARDS-BASED MEASUREMENT OF PROFICIENCY) • SAME PROCEDURES AS WITH THE SPANISH LAS FOR REQUESTING TESTING • EMAIL YOUR REQUEST TO CARLOS ORTEGA OR SUSANA JOHNSON • COPY HEATHER DADEY OR KEITH FLOWERS ON YOUR REQUEST • HEATHER AND KEITH WILL SEND THE RESULTS TO THE SAT CHAIRS. • WINDOW FOR RETURN IS APPROXIMATELY 2 WEEKS AFTER TEST ADMINISTRATION
MANIFESTATION DETERMINATION REVIEW (MDR) (USE THIS FLOW CHART ONLY FOR STUDENTS WHO ARE IN SAT) Student who is in SAT is being considered for Long Term Suspension/Expulsion Principal emails SAT Chair and notifies the need for MDR meeting. The SAT Chair must schedule and send home MDR meeting notification form within 24 hours of principal request. The meeting must occur within 10 days. Was the behavior a manifestation of the student’s suspected disability? No A Discipline Hearing is being considered by principal. Discussion at the meeting includes: Was the conduct in question caused by or have a direct substantial link to the student’s suspected disability? Was the conduct in question a direct result of the district’s failure to implement SAT interventions? SAT Chair invites necessary SAT Team members including parents, admin, teacher, etc. SAT Chair complete MDR Meeting Form at meeting. Follow the disciplinary action recommended by the hearing officer. Ye s No further disciplinary action is followed. FBA/BIP must be written on behavior discussed at MDR meeting. FBA/BIP is written at MDR Meeting.
