National Ocean Policy • On June 12 th 2009, the White House established the Interagency Ocean Policy Task Force • Executive Order 13547: July 19, 2010 adopted the final recommendations of the Interagency Ocean Policy Task Force • Nation’s first National Ocean Policy to streamline ocean and coastal management • An interagency National Ocean Council (NOC) to strengthen ocean governance and coordination • Lays out nine priority objectives including Marine Planning

National Ocean Policy Objectives 1. Observations, Mapping & Infrastructure 2. Changing Conditions in the Arctic 3. Regional Ecosystem Protection & Restoration 4. Water Quality & Sustainable Practices on Land 5. Resilience & Adaptation to Climate Change & Ocean Acidification 6. Coordinate & Support 7. Inform Decisions & Improve Understanding 8. Marine Planning 9. Ecosystem-Based Management

What does the National Ocean Policy Do? • Provides better management of ocean, coastal, and Great Lakes’ resources that drive much of our economy • Develops and disseminates sound scientific information for local communities, industries, and decision-makers • Strengthens collaboration with State, Tribal, and local partners and stakeholders

What Does This Mean for Indian Country? Ø Tribes sit alongside Fed Agencies and State DNR Reps in developing regional goals, objectives and harmonized ocean plans in a group collaborative setting to produce a Regional Plan Ø Traditional Knowledge (TEK), UAA, sacred sites, and cultural concerns all become part of the regional ocean agenda Ø Tribal bodies develop criteria for tribal-specific ocean data mapping to add to the regional Data Portal

Regional Planning Areas

Regional Planning Body Objectives Ø Brings Fed, State, and Tribal reps (RPB) together to develop a comprehensive and collaborative 10 year regional ocean plan Ø Clearly defines areas of concern among RPB stakeholders Ø Develops and improves regular communications on all regional ocean issues among stakeholders Ø Creation Regional Ocean Data Portals containing comprehensive GIS maps of ocean use for future planning purposes.

Implementation of the National Ocean Policy 2015: 4 priority areas identified for a short-term work plan • Illegal, unreported, unregulated (IUU) fishing and seafood fraud • Harmful algal blooms and hypoxia • Regional marine plans • Ocean acidification 2016: The 2016 Annual Work Plan released, focusing on priority areas and recognizing 2 emerging areas • Sea level rise tools • Coastal mapping

Marine Planning Status Three Regional Planning Bodies (RPBs) have now finalized or are developing their regional ocean plans: • Northeast • Mid-Atlantic • West Coast Two other RPBs are operational: • Pacific Islands • Caribbean

RPB Planning Status Ø Both Northeast and Mid-Atlantic RPBs released their Regional Ocean Plans at the end of 2016 including tribal contributions and content Ø West Coast RPB officially formed in late 2015 and is now developing comprehensive goals and objecting for the West Coast Ocean Plan
