SAFETY 9 Rail/Line Haul Operations
SAFETY l l l 10 Medical Support Emergency medical support on station at all times 91 W, Combat Lifesaver Dedicated ambulance or evacuation vehicle l Strip map to medical treatment facility l Identify location during briefing
SAFETY 11 RAIL/LINE HAUL OPERATIONS
SAFETY l 12 Safety Support Safety briefing before operations given by Rail OIC l Identify safety officer/NCO l Dedicated safety officer/NCO on each spur l Safety officers will not have other duties l Safety officers will stop unsafe acts l Senior safety staff oversight l Safety input from ITO/DTO
SAFETY 13 Rail/Line Haul Operations
SAFETY 14 Ground Guides l 3 ground guides per vehicle l 1 on the rail car in front of the rail car the vehicle is traveling on l 1 on each side of the rail car on the ground l Ground guides on the ground will be 10 -15 feet from the vehicle l Ground guides will never be on the same car as the vehicle l Avoid being between 2 vehicles during chain down l Ground guides must be situationally aware continuously l Only the front ground guide will control movement l Ground guide will continuously maintain eye contact will driver l No running or walking backwards on a rail car at any time
SAFETY 15 Rail/Line Haul Operations
SAFETY Maintenance/Recovery l Vehicles that won’t start l Vehicles that have flat tires or thrown track l Recovery capability, M 88, forklifts, winch l Maintenance l Repair contact team most any problem to get vehicle off track l If 16 its something small, it can be lifted off
SAFETY 17 Rail/Line Haul Operations
SAFETY l Ensure load teams have appropriate PPE. Kevlar helmet, gloves, eye protection l Ensure load teams are properly trained. l l 18 Rail/Line Haul Operations Provide instruction in proper use of tools. Inspect tools, blocking, lashing, spanners, and tow bars for serviceability before use. Require all tank turrets and howitzer tubes to be in travel lock. Prohibit sleeping on, in or around rail cars.
SAFETY 19 Rail/Line Haul Operations
SAFETY Spanners Poorly designed piece of equipment l Must be placed with kick plate in the direction of travel l Must not move during movement of vehicle l Do not stop vehicles on spanners l Do not take running start to go over spanners l 20
SAFETY 21 Rail/Line Haul Operations
SAFETY 22 Standards of Conduct l No horseplay l Personnel will stay clear of rail cars while they are docking/moving l Designated smoke and break areas l No smoking in rail operational area l No POVs, parked in designated areas l Do not move between or underneath rail cars l Drivers will not move vehicles except under the control of ground guide l All vehicles 2. 5 T and larger will have ground guide in rail area l Only driver in vehicle l Driver will stop when he loses contact with ground guide l If rail cars start moving, cease operations l Cease operations during lightning/electrical storms
SAFETY 23 Rail/Line Haul Operations
SAFETY 24 Special Considerations l Only qualified/licensed drivers l Keep all personnel away from power lines l Remove or tie down antennas l Antennas must have caps l No standing on top of vehicles, 3 points of contact l No jumping off of rail cars or vehicles l Chain down process l Inclement weather plan (Hot/Cold) l Rest Plan
