SYNOPSIS Ø The district of Isandra has been created in 2007. The district is extended in 1 334, 15 km 2 with a total population of 210. 500. In 2007, gender approach was unknown Ø 2012: Elaboration of program for gender mainstreaming and women empowerment in accordance with the SADC Gender Protocol Ø Actions began at workplace Ø Efforts continued and spread over all surrounding councils and within the district Ø Activities and efforts brought about changes, especially in women decision-making field “Now and Post 2015, Yes we Must. ”

CONTEXT ØGender approach has been adopted as a principle in the workplace ØWomen and men benefit equally from service delivered ØWomen’s voices are heared during all meetings ØSpecial treatment of vulnerable women. Example: pregnant women are not sent to difficult access places while doing mission “Now and Post 2015, Yes we Must. ”

POLICIES Ø The District is implementing a General State Policy. Ø The District is using the SADC protocol as a reference tool while implementing projects The chief of District manages all state services such as provincial department of population, education, security, ect. So, every citizens, women and men benefits from its service “Now and Post 2015, Yes we Must. ”
GENDER MANAGEMENT Ø The deputy chief of District, a woman is in charge of gender mainstreaming Ø Gender activties are aimed at serving the population Ø Gender approach is reflected in management work Ø Collaboration with other neighbouring districts is in the work plan “Now and Post 2015, Yes we Must. ”

IMPLEMENTATION OF ACTION PLAN Ø Gender approach is mainstreamed in all state departments of the District Ø Collaboration with financial and technical partners that support councils Ø Sensitization on gender in every meetings or ceremonies, especially during special days such 08 March “Now and Post 2015, Yes we Must. ”

ADVOCACY AND COMMUNICATION ON GENDER Ø Popularize human Rights and every citizen’s responsibilities towards development through testimonies. E. g: women in decision making post Ø Make use of media to convey gender approach Ø Community sensitization on the fight against gender violence Ø Using the SADC protocol as a basic tool

DOCUMENTATION Ø Promotion of equal participation of men and women in taking responsibilities Ø Mainstream gender approach in all collective activities organized (National identification card, supplementary judgement) Ø The rate of women having ID card has increased to 60% while only 30% had it before Ø The rate of demands for setting up women association increased to 50% (In 2013: 24%, 37% in 2014) “Now and Post 2015, Yes we Must. ”
STAFF ØNumber of women and men employees is balanced: Male: 5 Female : 6. ØWomen has the same responsibilities as men Deputies of the Mayor of Isandra Council Women at work “Now and Post 2015, Yes we Must. ”
WORK PLACE ENVIRONMENT • Policies on gender equality Ø Maternity and paternity leaves are respected Ø Special treatment for pregnant women Ø Same responsibilities, same benefits Ø A special space has been created for breastfeeding and flexi hours for breastfeeding women Ø Celebration of 08 March is a collective event, not only for women Ø Restrooms respect hygiene and gender

SOCIAL DEVELOPMENT Ø Regular meeting with all responsible of department for the popularization of the SADC protocol on Gender and Development Ø Allocate special budget for gender activities Ø Elaboration of a gender action plan, elaborated and approved by everyone, with special emphasis on social. No official partnership with national structure for the promotion of gender but regular correspondence

MONITORING AND EVALUATION Ø Results can be measured through percentage of people attending and participating in activities organized Ø Through field descent and analysis within targeted councils The district is in charge of the monitoring and evaluation “Now and Post 2015, Yes we Must. ”
