SNE in North Rhine-Westfalia – legal regulations • Based on – German Basic Law, Art. 3: „Nobody must have disadvantages due to his/her handicap“ (since 1994) – Recommendation for Special Eduction in Schools of the Federal Republic of Germany by KMK since 1994 • Regulations for SNE in NRW since 1995 (VO-SF, AO-SF since 2005) 10/09/2020 rwb. 3

SNE NRW – placement decision • Students with SEN can be supported in – Mainstream schools (qualified joint education) – Schools for special needs education • The RWB classifies as school in the SNEsystem • The RWB cooperates with SNE-Schools up to grade 10 in the counselling of higher secondary students in the mainstream system (evaluation level) 10/09/2020 rwb. 5
Assessment of hearing impaired students • School administration (not school!) decides about the emphasis of special needs • School administration decides about the placement of students with SEN • Every decision is based upon expertises produced by – Medical personal – Teaching personal 10/09/2020 rwb. 6
Procedure of Assessment at RWB • Approx. 200 students per year are admitted to the RWB from other schools • Approx. 25 students enter the RWB from schools in the mainstream system • The other students attended lower secondary schools in the SNE-System 10/09/2020 rwb. 7
Expertises for Assessment • Expertises contain – Medical reports (audiograms) – Pedagocical reports • From teachers in mainstream system (based on experience) • From SE-Teachers (based on interviews and the review of medical reports) • Expertises recommend – Level of educational need (here: Hearing) 10/09/2020 rwb. 8
Origin of „Newcomers“ – with acknowlegded SEN (Hearing) • From qualified joint education in lower secondary schools (approx. 40%) • Short-time attenders in mainstream schools after completion of secondary education in SE-School (approx. 40%) • From SE-Schools with emphasis on other levels of SEN (i. e. learning or speech) (<5%) 10/09/2020 rwb. 9
Origin of „Newcomers“ without acknowleged SEN • Late deafness / later hearing loss (<5%) • „Grey“ (not regulated) integration in mainstream system (<5%, more in earlier times) • Migration from countries without appropriate SESystems (<10%) 10/09/2020 rwb. 10
Types of Hearing Impairment • Deafness or profound hearing impairment • Severe hearing impairment • Moderate hearing impairment • Slight hearing impairment in addition to malfunctions of singular functions of auditory processing or learning disabilities • CAPD (Central Auditory Processing Disorder) 10/09/2020 rwb. 11
General support measures • Students are commonly provided with appropriate hearing aids / FM-Systems / cochlear implants through earlier medical supply • Students are free to use individual sound systems • Students are instructed methodical and didactical appropriate to their hearing impairment 10/09/2020 rwb. 12
Special support measures • Learning disability related measures – Intelligence Tests – Memory Tests – Individual training of cognitive functions – Counselling of students and teachers • CAPD support measures – Individual training of hearing functions – Counselling of students and teachers 10/09/2020 rwb. 13
