What type of government? 1993 Constitution states Russia is a Republic. ◦ Supreme power is held by the people and their elected officials, and has an elected president instead of a monarch. The Government is broken down into 3 branches: ◦ Executive ◦ Legislative ◦ Judicial
The Executive Branch Dual Executive: ◦ President: Dominant Figure ◦ May run for two 6 year terms then must vacate the office ◦ They may come back to serve after the break ◦ Prime Minister: ◦ Is appointed by the President, approved by the Duma
The President The president have very broad powers and control over Russia. Powers include: ◦ ◦ ◦ Creating directives that have the force of law without legislative review Make Appointments to key offices Draft Legislation Deals with Foreign and Domestic policy and issues Dissolve the state Duma
How is the President Elected? The constitution sets few requirements for the presidential elections. ◦ Must be 35 ◦ Resident of the country for 10 years ◦ Must be a citizen They then must have 1, 000 signatures on a petition to run, with no more than 7% coming from one district. 50% of eligible voters must turn out for an election to be valid The candidate must get more than 50% of the vote, and there are run off elections until that is achieved. Russia is a multi-party system.
The Government The Prime Minster is the Chairman of the Government The Government includes: ◦ Deputy Prime Ministers ◦ Federal Ministers The Prime Minister appoints all lower government officials. There are 24 ministries of the Government They are responsible for: ◦ Deals with money/Budget ◦ Foreign Policy ◦ State Security Functions
The Legislative Branch The Federal Assembly consists of 2 chambers ◦ State Duma (450 members) ◦ Federation Council (178 members) These members are elected by the people. They have the responsibility to: ◦ Create legislation ◦ Conduct hearings ◦ Oversee implementation of laws
State Duma Powers of the Duma: ◦ Hears all bills first ◦ May over ride the other house by 2/3 vote to send the bill to the president ◦ Approves the appointment of the Prime Minister ◦ But cannot approve the appointment of anything else ◦ Vote of no Confidence
The Judiciary 23 members of the Supreme Court ◦ Sit for life ◦ Appointed by President ◦ Approved by the Federation Council Reviews laws to make sure they are constitutional.
