Criticisms/Issues Some of the criticisms of it were that it met the needs of existing home owners and those able to purchase homes but did little for the poor and the African- Americans living in the slums. Landlords in the real- estate industry believed that the rental and sales market would be undercut by cheaper public housing. Some were afraid of the budgeting impact of a costly public housing and many congress men from more rural parts of the country feared that such a program would help cities instead of smaller communities.
