Rule 411: Progressive Suspensions § Rule 411 mandates additional game suspensions to any player

Rule 411: Progressive Suspensions § Rule 411 mandates additional game suspensions to any player or coach that receives an excessive number of major penalties over the course of a season for “aggressive infractions” Progressive suspensions for players: Progressive suspensions for coaches: Ø Third major penalty in the same season: Additional 3 -game suspension Ø Fourth major penalty in the same season: Additional 5 -game suspension Ø Fifth (and subsequent) major penalty in the same season: Indefinite suspension pending disciplinary hearing Three (or more) major penalties during one game: Ø 1 st Offense: Head Coach suspended for next scheduled game Ø 2 nd Offense: Head Coach suspended for next three scheduled games Ø 3 rd Offense(+): Head Coach suspended pending disciplinary hearing § Affiliate Associations have the responsibility of monitoring Game Reports and for enforcing mandatory additional suspensions 2

Implementation Responsibilities § Referees: Enforce the playing rules File a game report through the USA Hockey online Incident Report System for: Ø Major penalties Ø Game misconduct penalties Ø Match penalties (Online Incident Reports must be filed as soon as possible after the conclusion of any game in which a reportable infraction occurred) § Affiliate Associations: Receive online Incident Reports submitted by game officials Forward copies of Incident Reports to others, as appropriate, such as Ø Ø Ø State and local Supervisors of Officials Affiliate staff Team and league officials Track aggressive infractions that have been reported throughout the season Impose additional suspensions to offending players and teams as required NOTE: Game officials have no responsibility for enforcing suspensions. Issues involving eligibility of players or coaches must be reported to the governing Affiliate Association through the USA Hockey online Incident Reporting System. 4
