A massive modernization program encompassing observation, connectivity, supercomputing and forecasting facilities under an over-arching digital framework has been undertaken on priority basis in India. Under modernization program RTH New Delhi system will be replaced by a new system conforming to GISC specifications. At present as per WMO No. 386 it is performing the following functions : 1. Collecting the observational data originating from IMD’s national network and associated National Meteorological Centre’s ( NMC ) of neighboring countries and transmitting such data in appropriate form on the MTN, either directly or through the appropriate WMC/RTH. 2. Relaying selectively on the circuits of the MTN, as internationally agreed in the appropriate form, the meteorological data and processed meteorological information products received from these circuits and/or from RTH’s not situated on the MTN. 3. Ensuring the selective distribution of meteorological data and meteorological information products to the IMD’s national network and associated National Meteorological Centre’s ( NMC ) of neighboring countries and to the RTH’s not situated on the MTN which they serve. 4. Checking and making corrections in order to maintain standard telecommunication procedure. 5. Establishing data disseminating systems territorial and/or via satellite as required in accordance with original plans; 6. Carrying out the monitoring of the operations of GTS of the WWW. 7. • The new RTH system at New Delhi will be WIS GISC compliant and provide three fundamental types of WIS services to meet the different requirements, as follows: Routine collection and dissemination service for time-critical and operation-critical data and products: This service is based on real-time “push” mechanism including multicast and broadcast; it would be implemented essentially through dedicated telecommunication means providing a guaranteed quality of service; • Data Discovery, Access and Retrieval service: • This service is based on request/reply “pull” mechanism with relevant data management functions; it would be implemented essentially through the Internet; Timely delivery service for data and products: This service is based on delayed mode “push” mechanism; it would be implemented through a combination of dedicated telecommunication means and of public data-communication networks, especially the Internet.
8. The whole RTH system will be configured as two separate Message switching systems (National MSS and International MSS System) and Database cum portal server. 9. This system will be configured for high availability cluster. 10. The traffic corresponding a particular LAN is not allowed to cross to other LAN unless it is authorized. So individual LAN will be connected through firewall. 11. The database system will decode and store data pool as well as metadata in the metadata pool and provide web delivery on the front-end. 12. Storage will be low latency and high volume. . 13 Mobile, WAN, MPLS VPN, DVB-VSAT, INSAT MDD, INSAT-DCWDS, World. Space DAB, DTH TV and Internet network shall be connected to Server through firewall. In this system there will be RADAR, satellite, Earthquake, and multihazard information. There will be Content Checker in hot stand-by redundant mode for Virus, Denial of service and spamming and will have the facility to alert users and Administrator National Cluster International Cluster F I R E W A L L Intern et GTS/HQ LAN

Recent Developments at RTH New Delhi ØTable Driven Code Form: RTH New Delhi is transmitting daily Synop (on test basis) and SATOB messages of Indian Region in BUFR Format to Tokyo through GTS ØDigital Satellite Broadcast of IMD through Asia Star satellite has been changed to multicasting ØFile naming server installed is providing data to users through TCP/IP Socket, E-mail, SMS and FTP in WMO File naming conventions. It has also feature of OCR (Optical Character Recognition) to extract information from imageries. ØGMDSS bulletin is also placed on IMD website in real time.

Data Terminal ( At 75 Observatories/Field Stations ) Data Terminal At Observatories Features: Data Terminal Locations v The system will be PC (P-IV) based. v The system can connect to Data Collecting Centers (64 kbps terminal) using PSTN/Dial-up link for submission and retrieval of data. v It will also supports transmission and reception of messages via GSM based GPRS or SMS. v The system can transmit and receive messages via E-mail, FTP and FAX. v The system has browser based GUI for data handling/manipulation, submit and retrieve meteorological messages.

High Speed Terminal 64 kbps Terminal ( At 27 Locations ) Features: 64 kbps terminal Locations v The system is PC (P-IV) based. v Standard TCP/IP based socket communication for transmission and reception of messages. v Retrieval and submission of messages through PSTN/Dial-up network. v Submission of messages through SMS. v Transmission and reception of messages through E-mail in English and Hindi. v Web Interface. v GUI based module for submission and retrieval of data.
IVRS ( At 26 Locations ) Features: IVRS Locations v v v v The system receive WMO formatted messages and decode these messages to weather parameters for answering weather queries by public. The system interact with caller in English, Hindi and at least one Regional language of that place where it shall be installed. The system work with all type of exchange used in DOT/MTNL/BSNL etc. including Mobiles. The system operate round the clock with 99% uptime. The system have provision to transfer the call to the duty officer in case the caller query is not available in the database. No single point of failure. GUI based administration modules. Voice messages is recorded by professionals.
Need for Modernization DEPT. OF TELECOM IS WITHDRAWING TP/TELEX LINKS AND HAS ALREADY WITHDRAWN FROM MANY PLACES. DATA THROUGH TELEGRAMS REACHING VERY LATE. HFRT (HIGH FREQUENCY RADIO TELEPHONY) IS OBSOLETE TECHNOLOGY AND WORLD WIDE BEING REPLACED WITH LATEST TECHNOLOGIES AVAILABLE LIKE SMS THROUGH MOBILE AND EMAIL SERVICES. VPN IS LATEST TECHNOLOGY WITH ADVANTAGES OF CONNECTIVITY BETWEEN ANY TO ANY IN COMPARISON TO DEDICATED LINKS WHICH IS CONNECTIVITY BETWEEN ONLY TWO ASSIGNED LOCATIONS. VPN LINKS ARE SECURED AND COST EFFECTIVE LINKS. SMS AND EMAIL UTILIZES SIMULTANEOUS TRANSMISSION TO MULTI NODES THUS DATA AVAILABILITY AT AMSS AND RTH ARE VERY FAST. IVRS SYSTEM IS AVAILABLE ON AT 26 LOCATION (IN FOUR METROS, REGIONAL MET CENTRES AND MET CENTRES. AS A PUBLIC WEATHER SERVICE IVRS SYSTEMS. AS PER WMO REQUIREMENTS RTH IS REQUIRED TO EXCHANGE BINARY DATA IN BINARY UNIVERSAL FORM (BUFR) FORMAT, IMAGERIES AND WEB PAGES WHICH ARE AT PRESENT NOT SUPPORTED BY OUR EXISTING SYSTEM. REQUIREMENT OF AMSS SYSTEM AT NAGPUR AND AT GUWAHATI.
