RBC Umpire Committee report Activities (1/3) • Appoint Chief Umpires and supply adequate juries for regattas. • Solicit applications and nominate BC candidates to serve at National or USRA NW regattas. • Liaise with Rowing BC Office Staff, Rowing Canada Umpires Committee Chair, and USRA Northwest Regional Referee Coordinator. • Respond to requests/queries from Umpires and other colleagues. • Encourage recruitment, engagement, progression, and retention of Umpires.
RBC Umpire Committee report Activities (2/3) • Arrange the annual educational Umpire Seminar. (In 2019, 41 (/75% of all the active) Umpires attended. ) • Provide assistance and recommendations to Clinician(s) regarding Assistant and Associate clinics, etc. • Obtain and maintain Umpire equipment. • Maintain Umpire records. • And, attempt to do all of the above in an open and transparent manner.
RBC Umpire Committee report Activities (3/3) The Committee also laid the groundwork for a very robust selection process for new Clinicians in BC. Simon Litherland has replaced Debbie Sage as our Clinician-in-training. (A third Clinician will likely be selected early in 2020. ) Committee members and our experienced umpires are willing to help educate athletes on Umpire expectations at regattas and the Rules of Racing. The committee is also always keen to hear from anyone interested in becoming an Umpire. Please forward all such requests to the Umpire Committee.
RBC Umpire Committee report Statistics (1/3) Prior to the departure of Debbie and Peter Sage, there had been 57 active umpires in British Columbia. [A decrease since 2018. ] The breakdown was 3 Assistants, 6 Associates, 31 Licensed (Level 2) and 17 more with an “advanced” License (Levels 3, 4, or 5). However, we also had 4 Assistants, 2 Associates, and 7 Licensed who slipped into the inactive category. Included in the foregoing numbers, are 2 Umpires (Lynn Charman and Daniel Roy) who have announced their “retirements”.
RBC Umpire Committee report Statistics (2/3) Including 3 Indoor rowing events and 2 National regattas, there were 32 sanctioned events in the province, involving some 52 days of racing. [An increase since 2018. ] The active umpires provided at least 535 days of volunteer umpiring time in 2019 or an average of 9. 4 days apiece. (10. 7 for Licensed. )
RBC Umpire Committee report Statistics (3/3) Well over half of the regattas failed to achieve their full “recommended” jury numbers and one (28 Sep 2019 Deep Cove Classic) was cancelled due to insufficient numbers. As a result of various clinics/exams, we have increased/progressed our ranks with 7 Assistant (new), 2 Associate, 3 Licensed, and 4 Associate Chief Umpires.
RBC Umpire Committee report Pending “database” enhancements “Mobile” and “Home” phone – Alternate communication means at regattas and simple clarity. (For almost the past decade, we have merely recorded “Phone 1” and “Phone 2”. ) Pleasure Craft Operator Card or better – Umpire-Drivers at the 2019 Brown Cup on the Gorge Waterway were very beneficial. Potential option for mentoring Associates or with a shortage of Drivers. [There are several providers of both online and classroom preparation and examination. Valid in the United States of America if issued by the Canadian Power and Sail Squadrons. ] Expect this and other data to be verified by email in due course.
