GROUP-A ROPA, 1998 Pay or a scale of pay with the maximum above Rs. 10175. ROPA, 2009 Pay Band 4 and 5 with Grade Pay ranging from Rs. 4400 to Rs. 10000.
GROUP-B ROPA, 1998 Pay or a scale of pay with the maximum of Rs. 10175 or below but above Rs. 7050. ROPA, 2009 Pay Band 3 with Grade Pay ranging from Rs. 3200 to Rs. 4100.
GROUP-C ROPA, 1998 Pay or a scale of pay with the maximum of Rs. 7050 or below but above Rs. 4400. ROPA, 2009 Pay Band 2 with Grade Pay ranging from Rs. 1900 to Rs. 2900.
GROUP-D ROPA, 1998 Pay or a scale of pay with the maximum of Rs. 4400 or below. ROPA, 2009 Pay Band 1 with Grade Pay ranging from Rs. 1700 to Rs. 1800.
Pay fixation on promotion or appointment: Where a Govt. employee promoted/appointed to another post carrying duties and responsibilities of greater importance, his initial pay in the higher scale shall be fixed at the stage next above the pay fictionally arrived at by increasing his pay of the lower post by one increment. (Rule 42 A(1))
Where the employee exercises option to come under the higher scale after drawing the next increment, his pay on promotion may be fixed initially in the stage next above his pay in the old post under Rule 42(l)(i) which may then be refixed on the date of accrual of the next increment in the lower post under Rule 42 A(1),
PAY FIXATION ON PROMOTION or APPOINTMENT • The post should carry duties and responsibilities of greater importance, • Initial pay in the higher scale shall be fixed at the stage next above the pay notionally arrived at by increasing his pay of the lower post by one increment [u/r 42 A(1)].
• The employee may exercise option (within 30 days) to come under the higher scale of pay after drawing another increment in the lower scale of pay. • Two stage fixation – On the date of promotion - the stage next above the pay in the old post u/r 42(1)(i) and on the date of accrual of increment in terms of rule 42 A(1).
CAREER ADVANCEMENT SCHEME • W. E. F. 01 -04 -1989 : Movement to next higher scales on completion of continuous and satisfactory service of 10/20 years from the date of appointment in a post without any promotion/only one promotion or movement (G. O. No. 6075 -F dated 21 -06 -1990).

OPTION • BETWEEN 01 -01 -2006 TO 23 -02 -2009. • CAN BE EXERCISED EVEN IN THE PROMOTIONAL SCALE.
INCREMENT • JULY EVERY YEAR. • INCREMENTAL PERIOD -- JUNE TO JULY. • MINIMUM SIX MONTHS IN THE REVISED SCALE.
INCREMENT– contd. • 3% OF BASIC PAY ( Band Pay + Grade Pay). • ROUNDED OFF TO NEXT TEN. • PAISE TO BE IGNORED.
INCREMENT– contd. • APPOINTMENT DURING JULY(2012) TO 01 JANUARY(2013) – INCREMENT IN JULY NEXT(2013). • APPOINTMENT DURING 02 JANUARY(2013) TO JUNE(2013) – INCREMENT IN JULY NEXT YEAR (2014).
Extraordinary Leave • Admissibility: When no other leave is admissible. • Period of Leave: up to 5 years (permanent employee) • 3 months: temporary employee in ordinary circumstances • Pay: Without Pay & Allowances • Rule 174
TREATMENT OF E. O. L • If any person remains on duly approved Extra ordinary Leave {EOL} on without pay on personal ground other than medical grounds / higher study, his/her normal annual increment as well as CAS benefit will be deferred.

• Option : For straightway fixation or from the date of earning another increment in the lower scale of pay. • Increment: After completion of one full incremental period from the date of fixation of pay ( G. O. No. 1021 -F dated 30 -01 -2001).
Remember: In case the employee opts for fixation of pay after earning another increment in the lower scale of pay, no interim pay fixation benefit shall be allowed during the intervening period.
Example – Simple Fixation A Government employee with basic Pay of Rs. 2820/- p. m. in the existing scale of pay of Rs. 2600 -4175/- opted for fixation of his Pay in the revised Pay Structure w. e. f. 01. 2006. 1. Existing Scale of Pay : Rs. 2600 -55 -2985 -60 -3525 -65 -4175/2. Pay Band (revised) applicable : PB-1 Rs. 4900 -16200/3. Existing Basic Pay as on 01. 2006 : Rs. 2820/- p. m. 4.
