RPO: definition, function, duties • Definition • Term “RPO” formally not defined in Ukrainian legislation. • For licensees, the next definition is used: “A person responsible for radiation safety” - person whose official responsibilities include organizational and regulatory functions related to the provision of radiation safety". • Functions / Duties Functions and responsibilities of the RPO are not legally established but should be established by the employer/licensee in internal procedures, which is submitted to the SNRCU. RPO duties may varied according to licensees activities. There are cases when on the one site a few RPO are present, especially if licensee have in use various radiation technologies or if licensee have remote production sites. • Minimum education level • Often, a person responsible for radiation safety at the site is an official who performs other, first at all, professional functions. Requirements for the level of education in this case depend on the occupied professional position, the nature of the work being performed, and determined by the employer. Most often it is a question of higher education with a corresponding professional orientation (technical, medical, etc. )

RPO: requirements • Training & Re-training • In 2014, by order of the SNRCU, a new regulatory document "Procedure for conducting training and verification of knowledge on radiation safety issues for personnel and officials in the field of nuclear energy" was implemented in practice. The document provides for the existence of training centers that conduct training and verification of knowledge on radiation safety. Such centers can be any educational institution with sufficient material, technical and educational base, conditions for conducting an educational process and teaching staff. The curriculum plans and the radiation safety program should be approved by the SNRCU. The members of the examination commissions undergo a review of knowledge level in the SNRCU. The examination commissions carry out the verification of the knowledge of the personnel, but if the verification of knowledge is carried out for officials who are responsible for radiation safety, such a commission necessarily includes a representative of the SNRCU.

RPO: requirements Training & Re-training (2) Basic training - studying the basics of radiation safety in higher education institutions, vocational schools and during vocational training in accordance with standard curricula and radiation safety education programs; Initial training - radiation safety training before appointment to the position of radiation safety officials or during recruitment of personal before the respective duties are performed; Periodic training - is conducted taking into account the degree of risk from activities in the field of nuclear energy use, namely: v with a high level of risk - at least once every three years; v with an average risk - at least once every five years; v with a negligible level of risk - at least once every seven years;

RPO: requirements Training & Re-training (2) Extra-ordinary training - carried out in case of transfer of an employee to another job or appointment to another position, which requires additional knowledge on radiation safety; in case of changing requirements of the legislation in the field of nuclear energy use (in the form of a seminar); introduction of new radiation technologies; violation of the requirements of legislation, norms, rules, standards for radiation safety, conditions of a license that affect or may affect the state of radiation safety by personnel or officials.

RPO: requirements • Other additional requirements (e. g. work experience, etc) Qualification requirements for personnel - the requirements that personnel should meet at a particular position, in particular: the required level of education and professional orientation; necessary special knowledge and skills; amount of knowledge on radiation safety; restrictions on health; experience; personal qualities. The registrant or licensee independently determines the qualification requirements for the personnel, taking into account the requirements of the legislation, the nature and content of the duties of the personnel on the position. The registrant or licensee provides a review of qualification requirements time-to-time in order to take into account changes in working conditions and legislation

We have… “State Scientific and Technical Center for Nuclear and Radiation Safety” (SSTC NRS) • In accordance with Resolution of the Cabinet of Ministers of Ukraine No. 354 -r of 9 August 2001, SSTC NRS was subordinated to the State Nuclear Regulatory Inspectorate of Ukraine (SNRIU). • SSTC NRS scientific and technical activity is performed according to SNRIU tasks and is aimed at improving the regulatory framework, state reviews on nuclear and radiation safety and research in the center’s activities.

SSTC NRS provide: • The State review on nuclear and radiation safety is a set of organizational, scientific and technical, expert and analytical activities that is carried out by the authorized body of state nuclear and radiation safety regulation – SNRIU with the purpose of independent assessment of technical safety level in the area of nuclear energy, taking into account all factors resulting in nuclear and radiation hazard for human health and the environment, including physical protection assurance. • SSTC NRS is the SNRIU main expert organization and upon SNRIU requests reviews the materials submitted by the Licensee, verifies the compliance of technical decisions with the requirements of the current Ukrainian legislative and legal acts, standards, rules and regulations on nuclear and radiation safety, analyzes the completeness and adequacy of initial data and assumptions, correctness of calculations performed, results and conclusions received in order to assess safety in nuclear energy use.
