ROAD TRAFFIC SAFETY AGENCY - RTSA Agency was established by the Government in December 2009 RTSA is registered in the Serbian Business Registers Agency in April 2010 Board of Directors was formed in May 2010 and Chairman of the board was elected Staff reception was conducted on September 1, 2010 when the Agency started its operations

JURISDICTION OF THE AGENCY Ø Analyzes, monitors and improves the road traffic safety system through preventive and promotional activities and other activities in cooperation with other institutions Ø Works on improving the safety for drivers and other road users and the traffic safety in terms of vehicles Ø Provides database on technical characteristics of motor vehicles and trailers, which is relevant to the implementation of regulations on the road traffic safety

JURISDICTION OF THE AGENCY Ø Organizes and conducts professional examinations and seminars for teachers of theoretical instruction in driver training, for examiners, driving instructors, professional drivers, drivers of tourist trains and trams, negligent drivers and controllers of technical inspection Ø Issues licenses and certificates in accordance with the law Ø Issues periodic analyses and publications with data on traffic and road traffic accidents and organizes publication of professional literature in the field of driver training Ø Performs duties in connection with the implementation of digital tachographs

Drivers who: Drive under influence of alcohol, Do not obey rules regarding speeding Do not obey red lights Overtake improperly Also: Drivers who caused traffic accidents with killed or more traffic accidents with injured people Drivers who are proven of violent driving! Drive before they get a driver’s license Do not obey traffic signs Etc.

NEW TRAFFIC LAW SOLUTIONS IN SERBIA l AGGRESSIVE DRIVING – when a driver acts with obvious intent to break traffic rules in regard to inconsiderate behavior (two or more times going through a red light, overtaking a column of vehicles with crossing a full white line, etc…)

Aggressive driving – new serious offenses • Aggressive driving offense: ØStatutory penalty 30 -60 days (45 -60 if driver caused road accident) Ø 15 penalty points (17 if driver caused road accident) ØProhibition against driving a motor vehicle at least 9 months (10 if driver caused road accident) ØFrom the beginning of the use of the New Traffic Law until now traffic police revealed more then 700 offenses of aggressive driving

Organization of seminars for violent drivers • Road Traffic Safety Agency organized seminar for trainers and examiners for drivers who have 18 or more penalty points • The first seminar was organized from 12 to 13 October 2011 • The Republic of Serbia now has first qualified trainers and examiners in this area
