Risk Ref Title Description Impact Likelihood Evaluation Mitigation R 1 Implementation Most of the reforms will not be mandatory, We will have to rely on persuasion for organisations and individuals to see the benefit of and adopt the standards and other reforms Critical Medium Moral and economic case for reform must be established- including through cost-benefit analyses and understanding impact on quality of services. Creative thinking about levers for change- inc. consumer power. Working with inspectorates where relevant. R 2 Ownership of reform Social workers and organisations in some settings do not know about the reforms to social work or feel as though they own them. Significant Medium Build on local activity and strengthen role of social workers and service users and carers in Reform Board processes to provide bottom up pressure for change in all settings R 3 Communications Social workers, service users and organisations do not know about the work of the Reform Board Significant Medium Communications strategy required that reaches frontline social workers, service users and carers, and key people to influence change in organisations. R 4 Establishment of College of Social Work slips The College is considered the future home for promoting and monitoring impact of many of the reforms. Significant Low If College is unable to take on leadership of aspects of reform, we will need to persuade other member organisations of the Board and others to promote the reforms more strongly to sustain momentum 1
Risk (2) R 5 Leadership of individual reforms Many of the reforms are interdependent. Transitioning leadership of individual reforms to relevant parts of the sector results in loss of focus and dilution of Reform Board ambitions Significant Medium Transition plans need to be worked out ahead of moving any work. These should include Reform Board expectations of action and progress and understanding by future owners that Reform Board will continue to take an interest in this work. R 6 Adaptation to other changes within sector and society, including financial pressures The change of government and developments arising from current and future reviews may require quicker transfer of ownership to social work sector. Reforms need , active alignment to other areas of change Marginal High Close working with other reviews important to understand how best to align with trends and changes elsewhere 2
