Rice Board meeting ARC Voting Strategy
ARC Voting Proposal Goals A fair system for all voting parties Allows for high level prioritization ▪ With allowing smaller/medium items in a release Easy for schools to understand Easy to administer and tabulate Proposal A Casino style voting
ARC Voting Proposal A casino style system Each institution is given equal voting points Voting points are used like money to purchase chips The institution places ‘chips’ on the features they want to see in the next release Chips are added up ▪ Some modifications to account for voting percentages ▪ Ties looked at by ranking Let us walk you through an Example!!
1 – Organizing Features Each Feature is given a weight For this proposal there are three different categories ▪ Low: 1 man month to 3 man months ▪ Medium: 4 man months to 11 man months ▪ High: 12+ man months PM categorizes these weights prior to the voting activity ▪ Not meant to be a time consuming task, but needed to give information for the voting parties *Discussion point to select # of buckets and bucket values
2 - Calculating the Voting Points When all features are put in buckets we can add up all feature values High = 5 points Medium = 3 points Low = 1 point If there are 10 features with 5 x 5, 3 x 3 and 2 x 1 The total points are 36
3 – Distributing the points Each Institution is given an equal number of points We recommend 60% of the aggregate feature values ▪ To balance forcing decisions and keeping variety Each institution must spend points to buy the correct value chips to use for their features 5 points for a chip to put on a feature of HIGH 3 points for a chip to put on a feature of MED 1 point for a chip to put on a feature of LOW
Example
4 - Using the points 60% of 36 would be 22 points given to each institution Can purchase 4 HIGH and 2 LOW chips ▪ 6 features Can purchase 2 HIGH and 4 MED chips ▪ 6 features Can purchase 3 HIGH, 1 MED and 4 LOW ▪ 8 features Etc.
Kuali Apps Feature Effort Points Required Inst 1 Inst 2 Investors Inst 3 Inst 4 HIGH Feature A 5 X HIGH Feature B 5 HIGH Feature C HIGH X X X X X X 5 X X Feature D 5 X HIGH Feature E MED X X X 5 X X Feature F 3 X X MED Feature G 3 X MED Feature H 3 X LOW Feature I 1 X X X LOW Feature J 1 X 36 Points to use 22 X X
Scoring is Elementary Add up the number of chips on each feature Prioritize by ‘most chips’ Ties can be broken by some of the following ways ▪ ▪ Take all items in group if time permits Let the PM determine the features Revote on the smaller set in the tie Have institutions prioritize items during voting and look at individual prioritizations We recommend a tie breaker method defined early and used consistently
Solves many issues Equals out voting power Can’t ‘cheat’ as easily Makes scoring easy for institutions Buy what you want most Makes adding up totals easy 1+1+1 = 3 Can easily reconcile your votes to the group votes Why didn’t my feature get in? ?
