Issues in 15/16 � � � Reduction in LCC funding. Withdrawal of Supporting People funding from young person , homeless families and older persons schemes. Reduction in HCA funding. Welfare reform significant impact on RP’s investment programmes. National Planning Policy : introduction of vacant building credit & raised threshold for delivery. Starter Homes
Issues regarding delivery continued � � Reduced RP investment combined with an increase in supply. Size of the affordable units.
Demands on affordable housing � Floods New Year 16 -approx 280 households needed temporary accommodation � Welfare Reform; benefit cap , LHA cap for 4 years and single room rent for under 35 year olds.
Future of delivery � � � Encouraged new RP’s to deliver in the borough Agreed a’ RV starter home’ equivalent RVBC registered as an RP Continue to invest in affordable housing delivery Seek to deliver a mix of shared ownership , affordable rent at LHA rent levels and RV starter homes on all sites.
Priorities � � � Complete an options appraisal for supported housing schemes. Older persons properties built to life time homes. Affordable flats for under 35 year olds. Good size and quality general needs housing of all 3 tenures. Address the needs of disabled households with new build purpose built units.
