General Plan: HOUSING ELEMENT What is the Housing Element? • • • State requires each jurisdiction to contribute capacity to meet projected housing need over the next 10 years State allocates a “RHNA” number that jurisdictions must plan for Element is a chapter of the larger General Plan that outlines a jurisdiction’s plan & contribution strategy State focuses closely on the housing element and has enforcement powers to ensure jurisdiction compliance Element must be updated every 8 years to accommodate for updated RHNA numbers

Regional Housing Needs Allocation (RHNA) What is “RHNA”? • • State Regional Housing Need Allocation (“RHNA”; pronounced ree-nuh) Region by region the State looks at: • • • Jobs to homes ratio Proximity to job and education centers Expected job and population growth Demographic trends that affect housing demand State uses this info to project the number of housing units that must be planned for in each region by income level

Regional Housing Needs Allocation (RHNA) What is “RHNA”? • State allocates a lump number of units to each area’s regional Coalition of Governments (COG). * • The COG develops a methodology for distributing the units to the various jurisdictions within the region by income category • Methodology was developed and draft allocations approved by ABAG in January 2021. • Once RHNA received a jurisdiction must update its Housing Element and revise its implementing documents to accommodate its RHNA * The Bay Area’s COG is the Association of Bay Area Governments (ABAG)
