Accounting Requirements • Grantees must maintain proper books, accounts, relevant records and information related to the approved programmes / projects. • Submit an audited account within six months from date of completion or earlier termination of the programme / project. 4

Auditor’s Report • Current Accounting Requirements from External Auditor (Clause 74 of ATF Guidelines) – the auditor must express an opinion • whether the Grantee has complied with, in all material respects, the requirements set by the Government (including the requirements to keep proper books and records and to prepare proper income and expenditure account), • all the terms and conditions as specified in the Grant Agreement, the Application Guidelines and the Government’s requirements, directions and orders relating to the programme/project prescribed or made in writing during the duration of the programme/project 5

Auditor’s Report • Enhancement of auditing procedure – the auditor must express an opinion as to whether the Grantee has complied with, in all material respects, the requirements set by the Government, that: - 6

Auditor’s Report 1. Books and records are proper to prove the funded programme / project is carried out according to the grant agreement 2. Income and expenditure account is proper; and 3. The salary of ATF supported staff complied with the requirements of minimum academic / qualification as stated in the "Pricing Standards for applications to ATF"; and 4. Double funding support of item, including salary of staff, from other funding source has not occurred; and 5. All other terms and conditions as specified in the Grant Agreement, the Application Guidelines and the Government’s requirements, directions and orders relating to the programme/project prescribed or made in writing during the duration of the programme/project have been satisfied 7

HIV Voluntary Counselling and Testing Services 12

Quality Assurance • The maintenance of a quality management system is crucial for providing the correct test results. • The Quality Assurance Guidelines on HIV Voluntary Counselling and testing (VCT) Services in Community Settings (the Guideline) was developed and endorsed by the Hong Kong Advisory Council on AIDS in 2009. 13

Quality Assurance • ATF-granted projects/programmes with VCT services provided, grantees should submit Part A of the Checklist (Organization level) together with the progress or final reports and keep good record of Part B (Individual level ). The Council reserves the right to check the Part B if necessary. 14
