WMO Service Delivery Strategy

WMO Competency Frameworks • • • Aeronautical Meteorological Forecaster Aeronautical Meteorological Observer Competencies for Provision of Climate Services Marine Weather Forecasters WMO Information System Competencies Education and Training Providers Personnel Engaged in Operational Forecasting (PWS) Weather Broadcasters and Communicators (PWS) Advisors Supporting Disaster Prevention and Mitigation and other User Activities (PWS) • • Competency Requirements for Persons Engaged in the Development and Delivery of Products and Services to Meet User Requirements (PWS) Meteorological Observations (OBS) Competency Framework for Instrumentation (OBS) Competency Framework for Calibration (OBS) Competency Framework for Observing Programme and Network Management (OBS) Satellite Skills and Knowledge for Operational Meteorologists Radar Skills and Knowledge for Operational Meteorologists NWP Skills and Knowledge for Operational Meteorologists

WMO Qualifications Frameworks Basic Instructional Packages (BIP-M)— All in the process of being reviewed by commissions, Members and the EC Panel of Experts on ETR • BIP-M (Meterologist) • BIP-MT (Meteorologist Technician) • BIP-H (Hydrologist) • BIP-HT (Hydrologist Technician) • BIP-CS (Climate Services) Newly in development

WMO emerging and continuing priorities WMO Integrated Global Observing System • using and maintaining traditional and new instruments • data management • using new metadata cataloging observations • data quality management techniques WIGOS, WIS, OSCAR: Bringing the expanding global observing system to the digital age, allowing full integration for better prediction world-wide, at all time- and spatial-scales.

WMO emerging and continuing priorities Impacts-based Forecasts and Warnings • better identifying and addressing user needs • developing new and improved products and services, customizing products • coordinated warning delivery for consistent messages to multiple audiences through multiple media (e. g. , Common Alert Protocol) • communicating uncertainty such that users can consider it in their decision making • working with users for better preparation and preventative strategies, including risk analysis Service Delivery Strategy, Impacts-based Forecasting and Warning, Multi-hazard Early Warning Systems, SWFDP: Systemic approaches to service delivery with end-users in mind.

WMO emerging priorities Global Prediction System • utilization of the global prediction system, including Global and Regional Centres, both NWP (e. g. , new ensembles) and remote sensing products • assimilation of global and regional NWP data for local modeling only where value is added • applying impacts-based approaches for seamless integration of products (weather and climate) • seamless translation of weather and climate extremes to predicted impacts and mitigation strategies Seamless Global Data Processing and Forecast System (S/GDPFS), SWFDP: Creating a world-wide network of operational centres to serve local needs for prediction of high-impact events

WMO emerging priorities New and emerging service areas • Climate Services • Integrated urban hydrometeorological and climatological services • Critical hydrological services including water resource management, flash flood and low water flow forecasts, etc. • Sand dust storms warnings • Cryosphere monitoring • New customer sectors GFCS, GAW, SWFDP, FFGS, GCW, Integrated Urban Services, SDS: Emerging service areas in addition to ongoing critical needs in aeronautical meteorology, marine, meteorology, public weather, etc.
