TRANSFER PROCESS • Initiative to transfer 2 barracks to the University came from the Osijek-Baranja County MOTIVES: üOne of 4 oldest and largest universities in Croatia üThe only one affected by the war related activities üMany of the university premises strongly affected by the war / destroyed üEnlargement of the University premises for its further development üThe only university in Eastern Croatia (900. 000 inhabitants coverage) üCroatian government decided to decrease the number of national armed forces and cut defense costs
Barrack “GAJ” Osijek – University & business support Size: 18. 598 m 2 Location: city centre • Formation of the joint commission (Ministry of Defense, Uni, County); • 03/1997 - Agreement on ownership transfer of Gaj and Drava barracks (Ministry of Defense, Ministry of Science and Technology, Ministry of Education and Sports, Ministry of Internal Affairs, University of Osijek, Osijek-Baranja County); • 03/1997 – official decision to transfer the ownership of Gaj and Drava military barracks to the University of J. J. Strossmayer in Osijek, adopted by the National Parliament (National Gazette 33/97); • 09/2001 – Barrack Gaj has been officialy transferred to the University co-financed the transfer of the army to a new base (the only cost)

Barrack “Drava” Osijek – University campus Size: 232. 048, 00 m 2 Location: 3. 5 km from the city centre 03/1997 - Agreement on ownership transfer of Gaj and Drava barracks 03/1997 – official decision to transfer the ownership adopted by the National Parliament 1999 – Start of the conversion process: elaboration of the Urban plan for the adaptation of the zone to the needs of University (Institute for Spatial Planning) 2002 – Senate of the University accepted the Program of Capital Investments 09/2006 – Barrack Drava has been officialy transferred to the University (it was agreed in 1997 to allow gradual transfer of the army) Construction and Recontruction Phase I. 2002 -2005 / student dormitory, Academy of Arts, Electro-engineering Faculty Phase II. – 2006 -2010 / student restaurant, Faculty of Agriculture, Faculty of Medicine, Faculty of Teacher Education Phase III. – 2011 -2016 / Faculty of Civil Engineering, multi-media centre

CHALLENGES • elaboration of the Urban plan for the adaptation of the zone to the needs of University (Institute for Spatial Planning): plan verified by the Uni and delivered to the Osijek City Council for the further verification and implementation in the new General Urban Plan / problem of the expert inclusion from Uni - 1 parcel divided in 12 new ones - need for construction of new public access roads • Barracks: Cultural heritage from the period of Austrian-Hungarian Empire Reconstruction according to the original state: €€€€€ / expensive maintenance • Poor state of internal installations: sewege system, telecommunication cables, water supply system, . . . – cost not planned in the initial loan • Roman Mursa: cost of archaeological excavations
RESULTS: Further development of the University (new faculties, more and better equipped university facilities, etc. ); 2004/2005 15. 650 students enrolled 2011/2012 19. 469 students enrolled (+1. 769 Ph. D, Ma) Growth of the local economy; Growth of self-employment (incubator); Creation of new jobs; Raised level of awareness about the importance of innovations support; University, County of Osijek Baranja and City of Osijek have nominated the project titled “TEHNOPOLIS” for the first part of Structural funds which will be at the disposal to Croatia, in the moment of accession to the EU. Technology Development Centre is leading the process.
