The modern field developed in the 1970’s from case experiments in several communities with a proportionately sizable Mennonite population. In Ontario, Canada, and later in Indiana (USA), experiments with victimoffender encounters led to programs and later became models for programs throughout the world. Restorative justice theory developed initially from these particular efforts. However, the movement owes a great deal to earlier movements and to a variety of cultural and religious traditions worldwide. Student suspension rates are still high and many argue that forbidding students from coming to school exacerbates, rather than remediates, the problem. Suspension and expulsion may also lack effectiveness since they deny conversation between involved parties about underlying issues and unmet needs. Nor do they offer alternative strategies for handling behavior issues effectively or navigating conflict tactfully; nonviolently.

Pre Conferences to Restorative Circle ● ● ● ● Prepare paperwork & Use Pre-Conference Checklist In all meetings, keep brief (30 m or less) with goal being to hear needs, concerns, and answer questions about Circle Process. Have Harmed & Author parties fill out impact statement/accountability statement & confidentiality and voluntary agreements to conference. Initial discussion with harmed party/parties. Separate meeting or phone conversation with each. Identify needs, concerns. Log. Schedule in-person side conference meeting with student and family member/s of offending/authoring of harm party. Have offender/s fill out Accountability Form (Explaining what they did/what happened, what they can do to repair, what makes them valuable as a person/special talents) Be sure to have everyone (including facilitator/s) sign confidentiality agreement and voluntary agreement to conference forms. Make sure to discuss values, guidelines. Discuss Agreement to Repair which will have a time-delimited list of reparative tasks.
