Residency Determination Service Background ü Session Law 2013 -360: directed the UNC, NCCCS, NCICU, and SEAA to create a centralized, uniform process for determining residency for tuition purposes and for administration of State-funded financial aid. ü Session Law 2015 -241: NC State Education Assistance Authority is key responsible entity, advised by Higher Education Collaborative Advisory Committee (HECAC) -- NCCCS, UNC, NCICU, SEAA, and CFI ü Confirms that certain state agencies will provide data base matches with RDS to validate the data of students and parents claiming NC residency

Residency Determination Service Purpose The Residency Determination Service (RDS) is a centralized residency service for all students seeking admission to, and in-state tuition rate at, a North Carolina public College or University and for students seeking to be eligible for the North Carolina state grant as part of their state financial aid package.

Residency Determination Service Purpose -- Consistency ü Students use one residency determination to seek in state tuition to North Carolina public schools and to establish eligibility for in state financial aid. ü Residency Determination Service streamlines the process to determine residency through a standardized online interview process accessible from campus admission applications, CFNC, and directly on the RDS website.

Residency Determination Service Career and College Promise (CCP) Students in Career & College Promise (CCP) programs are not subject to RDS: Ø Early College -- student earn tuition-free college credits as a high-school student by attending an approved Cooperative Innovative High School Ø Technical Pathways – tuition-free course credits at an NC Community College toward a job credential, certificate or diploma in a technical career Ø College Transfer Pathways– College transfer pathways provide tuition-free course credits toward the AA or AS degree that will transfer seamlessly to any public or participating private college or university

RDS Online Interview – Student Experience Appeal Process RDS Appeal process is for students who have the ability or need to provide additional information and documentation to their claim of residency. ü Appeal 1: Students depending on status of their appeal process will have ability for a “person-to-person” appeal hearing with RDS ü Appeal 2: SEAA Statewide Appeal Committee will review student cases to ensure the process is conducted fairly and correctly, and the outcome is correct based on information provided in process. Committee members are comprised of practitioners from NCICU, NCCCS, and UNC and administered by SEAA.
