Research Output Management through Open Access Institutional Repositories in Palestinian Higher Education Institutions HE Institutions in Palestine • Scientific research activities are focused on basic research. • 16 scientific research centers at the PS universities in the fields of agriculture , environment, water, energy, and health. • Major problems: increasing enrolment fees, lack of sufficient infrastructure, lack of qualified academic staff and lack of support for research and very little financial support for academic research. • A national policy for science, technology and research is required. Research Output Management through Open Access Institutional Repositories in Palestinian Higher Education Institutions Needs Assessment • 5% of researchers have access to dedicated data management planning support • Most HEIs indicated that this as an area they were keen to address • 65% of researchers think they do not have an RDM policy at their institution. • Most HEIs have ad-hoc policies • 64% of researchers do describe their data • Some HEIs use Dublin Core • Most HEIs do not use any formal metadata standards • 3% of researchers store their data on institutional servers. • 23% of researchers have lost data • 85% researchers feel they responsible for archiving data • 72% of researchers not aware of discipline specific repositories • Most PS HEIs will provide storage on request • HEIs with repositories find it difficult to motivate researchers to deposit materials • 18% of researchers wanted RDM guidance and support • 12% wanted RDM in the curricula • Most HEIs stated RDM training, and support were key priorities Project number: 573700 -EPP-1 -2016 -1 -PS-EPPKA 2 -CBHE-JP 8

Research Output Management through Open Access Institutional Repositories in Palestinian Higher Education Institutions Ongoing and Future Work • • • Coordinating with different faculties to collect and deposit staff publications. • • Analyse and prioritise user needs. • • • Outreach to non-university stakeholders (dissemination) Coordinating with different research centres at the Palestinian partner institutions Advocating for the repository use among academic staff. Create user manuals/booklets/guidelines. Track usage and generate statistics. Collecting user feedback regarding usability issues, user interface design, ease of use, and further needs. Reconfigure the repositories, where possible, to address user needs. Advertising to potential users Consider how to assess the performance of ROM infrastructure components to make the case for sustained investment. Do we have a reliable overview of our scientific output Can we do without the commercial publishers Can we afford the current system? OAIR are meant for an institution We lack inter-institutional collaboration, though some exists at the library level Need to connect OAIR together at the national level Win-Win: more visibility for each and better and access to other’s data, and help avoid duplication in effort Who is that: National Research Council (NRC)?
