Progressive Life Center The Progressive Life Center (PLC) was founded in 1983, by Dr. Frederick Phillips. PLC has almost 100 staff in offices in the District of Columbia; Baltimore, MD; Prince George’s County, MD; Philadelphia, PA; Newark, DE; and Accra, Ghana. Our programs are dedicated to helping individuals and families recognize and maximize their inner resources and strengths, enhance their relationships, and function harmoniously in broader environments. As the Administrative Partner, PLC works in partnership with DYRS and a service coalition of providers to deliver the Community Programming Initiative , which serves youth and families connected to DYRS in the community and at the Achievement Centers. PLC directly provides managerial oversight, quality assurance, fiscal oversight and capacity building and training for this initiative. Understanding the RFP What we are seeking to fund: DYRS is seeking up to 6 providers to participate in the Credible Messenger Initiative (October 1, 2017 – September 30, 2018). Funding Available: The DYRS Capacity Building and Administrative Partner, currently Progressive Life Center, will manage the award allocations for the selected grantees. Each grantee is eligible to receive up to $472, 513. Award amounts are subject to the availability of funds. Provider Description DYRS is seeking providers who can: (1)Deliver and implement Restorative Justice practices that enable youth to learn important skills in conflict resolution that empower them to be leaders in their communities. These skills include self-reflection, being respectful of others, and reducing future conflict. Restorative practices assist youth in building empathy and understanding how harm affects themselves and others. (2)Demonstrate that they are rooted in the neighborhoods where young people, families, and Credible Messengers call home; demonstrate a history of service delivery or immersion in the neighborhoods where our youth and families reside. Eligibility Any public or private, community-based non-profit agency, organization or institution located in the District of Columbia is eligible to apply. For profit organizations are eligible but may not include profit in their grant application. Forprofit organizations may also participate as subcontractors to eligible agencies. • No fiscal agents or individuals will be accepted. • An organization described in Section 501(c)(4) of the Internal Revenue Code, 26 U. S. C. 501(c)(4), that engages in lobbying activities is not eligible to apply, serve as a host site, or act in any type of supervisory role in the program. Organizations that have both a 501(c)(3) and a 501(c)(4) tax status may only apply under their 501(c)(3) arm. • Organizations must be • incorporated/registered to operate in the District of Columbia. • in good financial standing with the DC Office of Tax and Revenue and the Internal Revenue Service, as well as follow all appropriate charitable financial reporting standards • Organizations should have: • experience serving at-risk and/or court-involved youth. FISCAL REQUIREMENTS Detailed Principles located in the RFP (p. 15) Applicants must demonstrate a financial management systems that meet the following standards requirements: that a grantee’s financial system provide for: 1. accurate, current and complete disclosure of the financial results of the grant award; 2. records that identify the source and application of grant funds. 3. effective control over and accountability for all funds, property, and other assets; 4. written procedures to minimize the time elapsing between the transfer of funds to the recipient from DYRS and the use of those funds by the grantee for program purposes, when funds are provided in advance; 5. written procedures for determining the reasonableness, allocability and allowability of costs in accordance with federal cost principles and the terms and conditions of the grant award; and 6. accounting records that are supported by source documentation. Budget and Budget Narrative The budget is completed via DYRS’ Grants Management System (Philantrack). However, a blank template and an example of a completed template can be found on the DYRS website –https: //dyrs. dc. gov/page/dyrs-requestsproposals-01 A Budget Narrative must be included in your application and uploaded to the application submission portal. The narrative includes an explanation for each of the budget line items and calculations detailing how the amounts were determined. Information should be thorough enough to allow an understanding of how requested budget amounts were derived. Each line item needs a calculation as well as a narrative description for how it is relevant to this program. Detailed instructions can be found on pages 18 -21 of the RFP. Application Submission Requirements Application Submission Guidelines Each application package MUST be submitted through Philantrack. Applications are due no later than 11: 59 p. m. on Friday, June 9, 2017. All application submissions will receive an automatic response from Philantrack confirming submission. DYRS and PLC scrub each submission of an application to ensure accuracy and submission of all required components. Late applications will not be accepted. How will your application be evaluated? All proposals will be scored in accordance to the following criteria: • Responsiveness to the questions • Clarity of responses • Match with best practices • Ability to meet the needs of court-involved youth & families • Community rootedness • Consistency of responses throughout the application Review Panel: Proposals will be reviewed by a qualified panel. The reviewers will read and score proposals based on the following 100 -point scoring system: Organization Information: 20 points Program/Services Description: 50 points Administrative Functions: 20 points Financial Documentation (Budget Template and Budget Narrative): 10 points Decision on Awards: The recommendations of the review panel are advisory and not binding on DYRS. Final decisions on funding and awards vests solely with the Director based on assessment of the recommendations of the review panel, pre-award site visit reports, and any other information considered relevant. Each applicant, whether successful or unsuccessful, will receive notification of the final decision on the application.
