I. Calendar of Events A. Mandatory Pre-bid meeting – June 11, 2019 at 2: 00 pm. B. OPTIONAL Second Walk-Through: TBD (if needed) C. Questions due to Procurement & Strategic Sourcing - July 16, 2019 - 12 Noon D. Delivery of Proposals - July 18, 2019 by 2: 00 pm E. Time of Completion – June 30, 2020 F. Liquidated Damages - $150. 00 per day for each day's delay in substantially completing said project.

I. Bid Due Date A. The link for bid submission have been posted with the bid details at http: //go. wayne. edu/bids beginning June 27, 2019, re-release. B. We require your lump sum proposals, vendor qualification questionnaire and your bid bond documents as a single PDF in your electronic submission C. Prices and other requested data must be on Section 300, Form of Proposal D. Proposals must acknowledge all Addenda including Pre-Bid Meeting Minutes

I. Bid Qualification Meeting – pre award A. Bidders should be available for bid qualification meeting the day following the bid opening B. Bid qualification meeting includes Project Schedule and Schedule of Values, including a list of Contractor’s subcontractors C. An unsigned contract will be given to the successful Contractor D. The Contractor has 5 business days to return the contract, with 1. 2. Performance Bond Certificate of Insurance E. Failure to return within 5 days may disqualify vendor (with consequences)

I. Section 100: Information for Vendors A. Proposals shall be for a lump-sum General Contract B. All base bids must be conforming to the detailed specifications and drawings C. Bid Bond (or Certified Check) in amount of 5% of base bid due with bid D. Performance Bond and Material & Labor Payment Bond in the amount of 100% of the final amount due with signed construction contract E. For Base Bids below $50, 000, bid bond not required F. For Contracts below $50, 000, performance and material & labor payment bond not required

Contractor is responsible for damage to lawns or other landscaping D. Contractor is responsible for their own dumpster for any construction debris E. Complete Prequalification Matrix and Questionnaire F. Complete signatory information and have signed by an Authorized Signatory for contractor

City of Detroit: Elevators, and Sidewalks C. State of Michigan: Fire Inspection, Electrical, Mechanical, and Plumbing D. State Permits not required for nonclassroom or residential housing buildings

I. Section 800: Supplementary General Conditions A. Certificates of Liability Insurance must be provided matching amounts listed on page 800 -6 B. I. Section 1000: General Requirements A. All work must comply with both University Construction Design Standards and the Standards for Communications Infrastructure B. This may be an occupied area, awarded Contractor must be considerate of environment (noise, cleanliness, etc. ) C. Interaction with students and/or staff not connected to the project is prohibited D. Project hours of operation are 7: 00 am – 5: 00 pm. E. Parking on WSU campus lots and structures has just been increased to $8. 50/access. There is no complimentary parking for Contractor’s employee vehicles F. Wayne State has a smoke- and tobacco-free policy for indoor and outdoor spaces

I. Other A. B. C. D. E. F. G. H. I. J. K. No permits anticipated. Granger is the Construction Manager (CM) on this project. Limbaugh is the Mechanical Contractor on this project. The STEM Innovative Learning Center is a 7 story building and has been gutted and redone, except for Chemistry. There about 50 fume hoods in the building (wet labs). There will be a basement, sub-basement and penthouse included. Most items are exposed and there are few ceiling grids, note – the Library has a web deck. Floors are 90% polished concrete. Liquidated damages will not be applicable as vendors will have ample time to execute the air and water balancing. A Construction Schedule will be given to the awarded vendor. The building renovation will be a LEED Project with commissioning. Hours are 7: 30 am – 3: 00 pm
