Republican Rule in the South By 1870, all of the Confederate states had rejoined the union. ► § § However, conflict and tension still existed between the North and the South. Because of past disloyalties, some Southern whites were barred from voting or holding office in Southern governments ► As a result, a coalition of Northerners, Southern-born whites and African Americans formed Republican governments in the South § While governments tried to change things in the south, most white Southerners resented them.
Carpetbaggers and Scalawags During reconstruction, a large number of Northerners traveled to the South ► § § Many of these Northerners were elected or appointed to the new state governments. These newcomers came to be called carpetbaggers by Southern whites, especially those that supported the Democratic party. ► § This was due to their arrival with suitcases made of carpet type fabric Scalawags were those Southerners that supported the new governments and reconstruction.
African Americans Enter Politics Being given the right to vote, African Americans quickly formed political parties and institutions. ► During Reconstruction African Americans served on some Southern state legislatures. ►
Republican Reforms in the South Republican governments quickly begin to make reforms, or changes. ► § § § Repealed black codes Established state hospitals and institutions for orphans Rebuilt roads, railways and bridges damaged during the war These reforms were costly. ► § § Many states had to borrow money and impose high property tax in order to pay for them Many of these governments begin to be accused of corruption due to the high cost. ► One governor admitted to a case of graft, or gaining money illegally through politics, that was over $40, 000.
