Mision The institutions of the Government of Colombia, as part of the national purpose to build a lasting peace with effective Rule of Law, will conduct coordinated, quick impact actions to: prompt a social and economic recovery with special attention to the most vulnerable population; strengthen the capacity and effectiveness of the State to protect and develop the human, social, natural and physical capital of the country; and effectively reduce the production, processing, and trafficking of illicit substances. Synchronizing these actions will set favorable conditions to advance the political negotiation of the conflict with the insurgency. To maximize the effect, actions will be concentrated in the south of the country during the initial two-year phase, and will then expand nationwide for a period of four years with emphasis in the regions prioritized in Plan Colombia.
