REPUBLIC OF TURKEY MINISTRY FOR EU AFFAIRS ERASMUS+ PROGRAMME TURKISH NATIONAL AGENCY INTERNATIONAL ASSESSMENT OF LEVEL 5 WEAVING SUPERVISOR QUALIFICATIONS -1 A An examination of the Comparative Standards Table and the Matchinge Table reveals that the tasks expected from professional staff in Turkey as a minimum standard are more than the tasks expected from professional staff in other countries. 1 For Weaving Supervisor Level 5; 16 Mandatory Tasks are specified in Turkey, 7 Mandatory Tasks are specified the United Kingdom, 3 Mandatory Tasks are specified in Spain and 8 Mandatory Tasks are specified in Hungary. The description of these Mandatory Tasks differ between the countries. For example, the Comparative Table suggests that Spain's system requires the least number of Mandatory Duties for Weaving Supervisor Level 5 compared to other partners. However, the task "Organizing and supervising woven fabric manufacturing process", which is required by Spain's system, covers a wide range of duties and procedures. 2 This Mandatory Tasks corresponds to the following tasks in Turkey: "D) Organizing the work", "F) Monitoring production performance", "O)Supervising the procedure of feeding the weaving machine ", "P) Supervising the process of initiating fabric weaving" and "R) Supervising fabric weaving process" Consequently, it is seen that some Mandatory Tasks are more detailed and assigned to different items in some countries.
REPUBLIC OF TURKEY MINISTRY FOR EU AFFAIRS ERASMUS+ PROGRAMME TURKISH NATIONAL AGENCY INTERNATIONAL ASSESSMENT OF LEVEL 5 WEAVING SUPERVISOR QUALIFICATIONS -1 B In consideration of the findings stated in article two herabove, we observe the following for Weaving Supervisor Level 5; 3 Of the 16 Mandatory Tasks specified in Turkey, eight are specified in the UK, seven are specified in Hungary and five are specified in Spain. Of the nine Mandatory Tasks specified in the UK, four are specified in Turkey, four are specified in Hungary and two are specified in Spain. Of the three Mandatory Tasks specified in Spain, two are specified in Turkey, two are specified in Hungary and two are specified in the UK. Of the eight Mandatory Tasks specified in Hungary, seven are specified in Turkey, five are specified in the UK and two are specified in Spain. 4 Although the position of Weaving Supervisor Level 5 is identified under the framework of İSCO 08, there are difference between the individual countries with respect to "Sub Codes". For example, the code for this position is ISCO 08: 3122 for Turkey but ISCO 08: 8152 for Hungary and the UK. No sub code was identified for Spain. 5 The UK takes the Occupational Qualification system of New Zealand as reference for its occupational standards and qualifications. 6 Mandatory Duties that are required to be performed by a Weaving Operator Level 5 comprise a wide range of duties from preparation for the weaving process to completion of the process whereas the duties specified for this qualification in other project partner countries only focus on manufacturing of woven fabric and production performance. The Qualification Systems in the UK, Spain and Hungary are focused on product and quality controls whereas they are more focused on production process controls in Turkey.
REPUBLIC OF TURKEY MINISTRY FOR EU AFFAIRS ERASMUS+ PROGRAMME TURKISH NATIONAL AGENCY INTERNATIONAL ASSESSMENT OF LEVEL 5 WEAVING SUPERVISOR QUALIFICATIONS -1 C 7 Turkey and Hungary have defined the qualifications of staff with respect to occupational health and safety measures and operating principles under Mandatory Duties in the Occupational Qualification System. The Occupational Health and Safety Law numbered 6331 was enacted in 2012 in Turkey, which is relatively late, requiring awareness raising in the labor market to this respect. Consequently, the Mandatory Task sections of all standards and qualifications in the Turkish Ocupational Qualification System start with Occupational Health and Safety. It is seen that although occupoational health and safety measures are implemented mandatorily under the Occupational Health and Safety Laws in the UK and Spain, they are not defined under Mandatory Tasks in their standards and qualifications. 8 In Turkey, enforcement authorities of the Occupational Qualifications Law and the Occupational Health and Safety Law were established and became operational recently one after another within a short period of time. The public authority that is responsible for enforcing the requirements under the law requires many practices of the Occupational Qualification Law to be carried out and inspected under the occupational Health and Safety Law. This has caused staff qualifications to be positioned within the occupational safety framework rather than qualifications framework which is the common practice in other countries. Training and certifications related to occupational qualifications are used as means to meet the requirements of the Occupational Safety Law rather than an indicator of the qualifications of the labor force. However, in the UK and Spain occupational qualification certtifications are used as means to prove capability to perform work and to find a job. 9 The most significant difference between Occupational Qualification Systems of the four project partner countries is that training programs compatible with the qualifications have been established in all countries other than Turkey has not yet established an accreditation system between its National Qualifications System and vocational training programs. The legal infrastructure on this issue is currently being prepared to be implemented soon.
