Background Data disaggregation • Member States have pledged to leave no one behind • IAEG-SDGs is committed to include an overarching principle of data disaggregation, to ensure that indicators cover specific population groups and other disaggregation elements specified in the targets. • Indicators should be disaggregated where relevant by income, sex, age , race, ethnicity, migratory status, disability and geographic location

Potential Roles of Big Data in the PSS Why people are excited about Big Data? • Up-to-date/real time information can be made available. • Make used of non traditional approach, maximizing the use of accessible technologies in data collection and analysis • Can be used for early detection/warning of epidemic, identification of disaster affected areas, impact assessment/real time feedback of government programs and validation of official statistics

Civil Registration and Vital Statistics • Online reporting of vital events from hospitals b. Tourism Statistics • Information on tourist’s spending, mobility and other economic-related activities through mobile location data. c. Agriculture Statistics • Improvement of the Monthly Palay and Corn Survey Records (MPCSR) for agri-yield and forecasting through crowd sourcing among farmers

Health Statistics • Mobile location data related to specific diseases, early detection of possible epidemic • Real time feedback on health care programs e. Price Statistics • “Web scraping” for online retails or point of sales f. Others using online information • Environmental – for air/water quality/pollution • Social protection- tracking of CCT beneficiaries • Transportation- behaviour of vehicles/commuters, traffic, e. g. Wayze

Possible Challenges/ Concerns on Big Data 1. ) Reliability of estimates – How to validate the reliability of estimates? – How to compute measures of precision? – How to ensure unbiasedness and methodological soundness of estimates? 2. ) Representativeness/coverage – How to determine “sampling design/coverage” 3. ) Confidentiality - Privacy of personal information/transactions 4. ) Security – How to ensure that access to such information will not be prone to abuse

Concluding Remarks • The PSA recognizes that big data can play a major role in possibly addressing some of the gaps in Official Statistics (lower-level disaggregation of SDG indicators, real time forecasts, trend analysis, etc. ) • These non-traditional approaches could effectively complement official statistics provided that concerns raised on reliability, coverage, confidentiality and security will be addressed. • There is a need to establish strong partnership between the PSS and relevant private organizations

Concluding Remarks • Capacity building in the PSS will be crucial to maximize the information that could be generated from big data • PSS shall continue to take steps to improve its data collection, e. g. , use of tablets in data collection, adoption of new master sample with province as domain, improvement of administrative records, to be able to provide more timely and relevant statistics
