Background Philippine Statistics Authority Batanes For purposes of global and country monitoring of the progress of attainment of the SDGs and targets, the Inter-Agency Expert Group on SDG indicators (IAEG -SDG) was established in June 2015, and is co-chaired by the Philippines as represented by PSA National Statistician Dr. Lisa Grace S. Background Republic of the Philippines Philippine Statistics Authority Batanes On 23 -24 October 2014, the Country Workshop-Philippines on Informing a Data Revolution was conducted in AIM Conference Center in Makati City. The said workshop resulted to the endorsement/adoption in principle of the Declaration of a Road Map for the Data Revolution by the Workshop members. On 21 November 2014, the PSA Executive Board approved a resolution endorsing the Declaration of a Road Map For The Data Revolution. 5

Background Republic of the Philippines Philippine Statistics Authority Batanes SDGs Traditional Statistical Approaches Data Revolution New, innovative, Non-traditional data • Studies have shown that electricity consumption, night time lights (from satellite imageries) and call details records as proxies to estimate poverty levels • Studies on how big data can fill data gaps in the SDG framework are currently being explored • Big data is a potentially rich source of information that can respond to the data requirements of countries adhering to the Agenda 2030 on Sustainable Development 7

Big Data Country Workshop Philippine Statistics Authority Batanes Country Workshop on Access to New Data Sources for Official Statistics: Business Models for Big Data Organized by the Philippine Statistics Authority (PSA) and Partnership in Statistics for Development in the 21 st Century (PARIS 21) A. 1. General objectives 1. 2. 3. To explore the potential of harnessing data from non-traditional sources and players such as private companies for use in official statistics to contribute towards timely and regular monitoring of SDG indicators in the Philippines; To serve as venue for private companies to understand their potential role in data sharing and exchange for the benefit of the citizenry as part of their corporate social responsibility; and To advance discussion on the possible incentives, applicable business models, and protocols for engagement for future partnership between private companies and the national statistical system (through Public Private Partnership modalities) in relation to the use of big data for official statistics. 8

To review current practices in the Philippines on using alternative data sources, challenges and constraints, lessons learnt, and opportunities in using new data sources (e. g. , telecom data, social media, sensors, credit card records, perception surveys, etc. ) to enrich official statistics in a developing country setting; and 2. To discuss/examine aspects such as: • context of big data in a developing country perspective • availability and access to big data • privacy and confidentiality issue • ownership and sharing • regulation and partnership • Philippines’ sharing on what it already does (use of other sources of information (e. g. , in SNA)) 9

Documentation of practices, experiences, challenges and issues in using big data for official statistics in the Philippines 2. Learnings from good practices and practical applications of big data in other countries and international organizations 3. Recommendations in the use of big data for official statistics, specifically action forward to expand use of big data: • guidelines, principles/ethics, protocols on access and use of alternative data sources • appropriate business models • potential engagement and future partnership arrangement between statistical offices/systems and other providers and sources of data • areas to be improved in the national statistical system (i. e. , institution, infrastructure, systems, resources, etc. ) to leverage use of big data in official statistics 10
