Republic of Serbia Ministry of Environmental Protection Training of environmental inspectors on checking RAC installations in Serbia Bojana Radeski Group for the Ozone Layer Protection Thematic meeting on HCFC phase-out management plans and HFCs phase-down initiatives, Tirana, Albania, 10 -12 October 2017
v 2013 - National training of customs officers and environmental inspectors to control HCFCs consumption in the Republic of Serbia • The aim of the training was introduction of the new legal solutions in the field of ozone layer protection and the activities of the Republic of Serbia in preventing illegal trade on ODSs. The legislation of the European Union in this area was presented, as well as the practical experience and role of the Czech Republic's environmental inspection in the control of ODSs and F-gases v 2017 - National training of environmental inspectors and custom officers regarding control of refrigeration installations in Republic of Serbia • The training was one of the activities of the HPMP and it lasted two days • Besides local expert, experts from Croatia and Macedonia shared their experiences • 31 participants – local and republic inspectors, customs officers, representatives from the Ministry

15 th June - Presentations and exercise on inspection supervision ü Implementation of the Montreal Protocol in Republic of Serbia ü Licensing system and cooperation with custom authorities in Republic of Serbia ü Legislation in Republic of Croatia regarding the ODS and f-gas substance ü Training and certification of service technicians - legislation and refrigerant identification ü Report on consumption and usage ODS alternatives in different sectors, brief analysis on ODS alternatives survey in Republic of Serbia
ü Recording and labeling equipment containing refrigerants, management of the collected data / Macedonian software, and data analysis in Republic of Macedonia ü Software for recording equipment containing refrigerants in Republic of Serbia, databases, data analysis and possibilities ü Croatian environmental inspectors experience in controlling ODS and f-gas substances ü Inspectors supervision on equipment containing ODS and f-gas substances and inspectors supervision of equipment owners
After all presentations, the exercise followed - simulation of inspection supervision. Participants were divided in two groups and each group had it own task for supervision. After the exercise, each group explained the findings of the audit and discussion among participants was developed.
16 th of June was reserved for visiting installations and practical demonstration on equipment recording The first installation that was visited was the air-conditioning unit in hotel , , Park” in Ruma, were the training was performed. Practical demonstration on procedures for unit identification, refrigerant analyze were performed.
The second installation that was visited was the refrigeration system, cold storages for apple, in company , , Al Dahra” in Ruma.
This visit was were useful since this was ammonia installation.
The third installation that was visited were the frozen fruit facilities production in company , , Sigma” in Ruma. There were several units in this factory using mainly R-22 and R-404 A as refrigerants.
CONCLUSIONS ü The training fulfilled scope and objectives ü There were intensive and useful discussions among the participants ü NOU Serbia plans to continue this trainings since there was interest from the State inspectorate to train more inspectors ü The preparation of the short manual and , , check list” for inspectors is ongoing ü Inspections will put control of refrigeration installations in their work program for 2018
