IMO Member State Audit Scheme (IMSAS) • Identifies where capacity-building activities would have the greatest effect • Valuable feedback to Member States • Generic lessons learnt from audits could be provided to all Member States so that the benefits could be widely shared • Results could be systematically fed back into the regulatory process • Addresses issues such as: • • conformance in enacting appropriate legislation for the IMO instruments implementation and enforcement of the applicable laws and regulations delegation of authority to ROs control and monitoring mechanism of the survey and certification processes 7
